This report summarizes selected developments in several countries in sub-Saharan Africa as observed . Data is included on Somalia, Ethiopia, Zambia, and Tanzania (Figure 1 and Table 1). Somalia 2. Soviet naval combatants and auxiliaries were again seen at the Berbera Port Facilities in northern Somali Of particular interest was an Echo I-class SSN tied up alongside an Ugra-class submarine tender. This was the first time an Echo-I SSN had been seen at a Somali port. 3. Also construction had progressed in an area 2 nautical miles (nm) southwest of the Berbera Port Facilities. This construction has now been identified as a missile handling and storage facility of an unknown type (Figure 2). The facility is partially secured around the perimeter and is divided into three separately secured areas -- a checkout/assembly and storage area with a high-bay checkout/assembly building, one unidentified building, two large earth-covered storage bunkers, and a rectangular concrete surfaced area; a missile handling and fueling area with eight small scattered buildings including two under construction; and a component storage area with three small earth-covered, single-entrance bunkers and one small earth-covered, drive-through bunker. 4. The cleared area 4 nm southwest of the Berbera Port Facilities showed no change since dimensions of this cleared area were approximately 16,130 by 300 feet. 5. The entire Berbera-Hargeisa road has been graded and at least half of it has been surfaced. A facility 14 nm northwest of Hargeisa and 1 nm west-southwest of Daraweina, reported as part of the Daraweina Military Installation, has been identified as a storage facility (Figure 3). The facility is double fenced and ~onsisted of four 110- by 45-foot storage buildings under construction, each in an excavation. Eight other buildings were in various stages of construction. A separate, double-fenced support area 0.5 nm west of the storage facility (not shown in Figure 3) included foundations for at least six buildings and an excavation containing four probable horizontal storage tanks. An additional ten probable storage tanks were scattered throughout the support area. 7. A total of 35 tanks were visible at the Daraweina Military Installation and Bederwanak Army Barracks and Tank Battalion Headquarters There were 13 canvas-covered tanks at the Daraweina facility and an additional 22 tanks in the bays of a roofless vehicle shed at Bederwanak. 8. The Tan-Zam railroad is now complete throughout Tanzania and into Zambia to a point approximately 50 nm northeast of its terminus at Kapiri Mposhi.l indicated that the roadbed had been completed to Kapiri Mposhi and that track had been laid to a point 5 nm southeast of Mkushi, where a track-laying device was observed. The railyard at Mpika is now complete, although the Kapiri Mposhi railyard was still under construction in January. The bridge in Zambia over the Chambezi River has been completed (Figure 4). There was no photo coverage south from Mpika to a point 10 nm northeast of the Lake Lusiwasi railyard. However, trains at Lake Lusiwasi (Figure 5) and points west indicated that track had been laid in the unphotographed area. 9. A new air warning radar site was observed 7.5 nm southwest of Dar es Salaam on the north side of the Tan-Zam rail line. The site is occupied by a SLOT REST radar. Ngerengere Airfield,* 65 nm west of Dar es Salaam, is the only other location in Tanzania where a SLOT REST radar has been observed. New bunker construction was discovered at the Lugalo Probable Communications Facility, approximately 6 nm northwest of Dar es Salaam and just south of Dar es Salaam Army Barracks Lugalo** at 06-46S 039-13E. The probable communications facility contains a concrete bunker 290 by 140 feet An adjacent excavation 240 by 180 feet contains floor foundations. This bunker construction closely resembles the concrete bunkers previously identified at Kisarawe and Kazimzumbwe, southwest of Dar es Salaam. Ethiopia 11. A new airfield was in an early stage of construction approximately 15 nm east-southeast of Combolcia and approximately 150 nm southeast of Addis Ababa. The airfield consists of a 7,600- by 130-foot northeast/southwest graded-earth runway with a parallel taxiway. A construction support area was adjacent to the main runway. 1.
