ABSTRACT
1. Gorkiy Armaments Plant Novoye Sormovo Stalin 92 is involved in missile-related
production. The identification of SCALEBOARD (SS-12) storage canisters and of high-bay
(tower) sections on two production buildings at Plant 92 indicates that the plant has been
involved in missile-related production since the mid-1960s. The plant is also involved in the
production of SAM guidance equipment and probably produces components for missile
silos.
2. This report contains annotated photographs, drawings, and a chronological table
showing the count of SS-12 storage canisters observed at Plant 92.
BASIC DESCRIPTION
3. Gorkiy Armaments Plant Novoye Sormovo Stalin 92 (Figure 1) is involved in
missile-related production. This is evidenced by equipment observed in
transshipment/storage yards within the plant and by the similarity of two of the production
buildings at Plant 92 to buildings at known Soviet missile production facilities.
4. Cylindrical objects observed at Plant 92 since
May 1967, have been identified as SS-12 (SCALEBOARD) storage canisters. These
canisters have been seen in varying numbers in the two transshipment/storage yards at the
plant (Figure 1). One of these transshipment/storage yards (Figures 2 and 3) is on the west
side of the plant and the other (Figure 4) is on the east side. Both are served by rail and
road. Table 1 shows the chronology of sightings of SS-12 canisters at the two yards.
5. Six probably defective canisters (Figure 4) have been seen in the same positions in
the east transshipment/storage yard since January 1973. Railcars have been
seen on several occasions (Table 1) in the west transshipment/storage yard. These railcars
are similar tC:::::]nissile component railcars seen at known Soviet missile production
facilities. The SS-12 canisters are probably shipped in these railcars.
6. It is possible that the plant produces merely the storage canister for the SS-12.
However, the plant appears to have the capability to produce the SS-12 missile airframe as
well. Two of the production buildings at Plant 92 resemble buildings at known Soviet mis-
sile production plants. The two production buildings are on the east side of the plant and
have high-bay (tower) sections (Figures 1 and 5) which are similar to structures seen at
known Soviet missile plants. A hi h-bay to section at Dnepropetrovsk Missile
Development and Production Center wer is shown for comparison in the inset
to Figure 5. Similar high-bay (tower) sections at US missile plants are used for various
types of structural and calibration testing where sizable heights are required under the
crane hook.
7. Other missile-related activities at Plant 92 include the production of surface-to-air
missile guidance equipment and the probable production of components for missile silos.
Antenna trailers and computer vans associated with the SA-5 (SQUARE PAIR) and SA-2
(FAN SONG) guidance radars have been seen in the east transshipment/storage yard since
August 1968 (Figure 4). Similar equipment was present in the east transshipment/storage
yard prior to August 1968 but specific identification was not then possible. Flame splitters
(Figure 3) like those observed at Soviet ICBM silos have been present in the west
transshipment/storage area on several occasions. Arch sections and wedge-shaped objects

(Figure 2) resembling silo components have also been observed in the west
transshipment/storage yard; however, the dimensions of these items are not compatible
with the dimensions of known Soviet silo components.
