STATUS OF SOVIET SINGLE-SILO MODIFICATION PROGRAMS, USSR
1. This report summarizes the status of the Soviet single-silo modification programs,
which include modernization and conversion activity,

involved in modernization or conversion at each complex.

2. Single-silo modification started with a modernization of the SS-11 (Type IIID) silos
for deployment of the SS-11 Mod 3 and possibly the Mod 2 (Table 1). This activity was
first observed on photography of January 1973 at the three far eastern SS-11 complexes

3. Conversion was first observed in April 1973 and is currently under way at all six
SS-9 ICBM complexes to convert the older Type IIIC silos to the newer Type IIIF for

Conversion to Type IIIG Silos
4. Conversion of the Type IIID silos to the Type IIIG is under way or expected at
four SS-11 single-silo complexes for deployment of the SS-19 missile system. Conversion was
first observed at Pervomaysk SSM Corn lex in early December 1973 and
at Derazhnya SSM Complex in mid-December. Conversion activity was first
observed at Kozelsk ICBM Complex in February 1975. At Tatishchevo ICBM
Complex impending conversion activity was indicated by the presence of
Type IIIG components in the rail-to-road transfer poin

Conversion to Type IIIH Silos

Conversion of the Type IIID silos to Type IIIH is under way at the Yedrovo ICBM
for deployment of the SS-17 missile system. Conversion activity
observed in September 1974.
Conversion to Undetermined-Type Silos
6. Conversion of the Type IIID silos at Kostroma ICBM Complex
has not yet begun; however, the construction of a launch control silo (Type IIIX) indicates
that the launch silos will be converted, probably to IIIG (SS-19) or to IIIH (SS-17)
configuration.
