(TSR) This report contains a brief discussion of construction and force improvement obser- ved on KEYHOLE imagery over the past five years of ground force facilities in the Kiyev Military District. Imagery and tabular information are also included. The information cutoff date for this report is 1 September 1977. INTRODUCTION 2. (TSR) KEYHOLE imagery of ground force facilities in the Kiyev Military District (MD) over the past five years showed a major construction program and corresponding force improve- ments. Figure 1 shows the locations of the more significant construction activity and T-72 tank deployments; Table 1 lists installations where major construction has taken place and where T-72 tanks and other types of equipment have been observed. MAJOR CONSTRUCTION PROGRAM 3. (TSR) Covered storage for at least 4,000 vehicles has been constructed at 60 installations. This construction program has increased covered vehicle storage facilities within the MD by ap- proximately 30 percent. The program has included the construction and expansion of at least 130 multibay double-depth vehicle storage buildings, 25 vehicle maintenance and support buildings, and 20 barracks. 4. (TSR) During the past five years, the most extensive construction activity was seen in the tank division areas at Cherkassy, Chuguyev, Krivoy Rog, Volnoye, and Vypolzov (items 11, 14, 16, 17, and 9, Figure 1). The construction activity seen at Vypolzov Army Barracks AL-1 is typical of that seen at the other tank division installa- tions. Construction activity has also been seen at Artemovsk Army Barracks Central AL-3 (item 1, Figure 1) where an unidentified tank division was observed. 5. (TSR) Additional construction activity has been seen in the artillery regiment area at Fastov and in the artillery division area at Novomoskovsk and at Voroshilovgrad (items 13, 5, and 8), where elements of a motorized-rifle division are located. FORCE IMPROVEMENT 6. (TSR) In addition to the construction activity, T-72 tanks have been seen in the five tank division areas at Cherkassy, Chuguyev, Volnoye, and Vypolzov (items 11, 14, 17, and 9). Regimental strength deployments of T-72 tanks have been seen at all of the installations but Chuguyev where approximately 16 T-72 tanks have been seen. (TSR) An additional indication of force improvement or realignment was seen at Dnepropetrovsk- Elements of an additional artillery regiment and an- tiaircraft artillery regiment were observed at Dnepropetrovsk Army Barracks Central AL-1 (item 15). (TSR) The vast increase in covered storage facilities will provide covered storage for a ma- jority of the combat units in the Kiyev MD and may mask future force improvements and unit realignments.
