PALANGA AREA., PROBABLE SA-3 SURFACE-TO-AIR. MISSILE SITE

A probable SA-3 surface-to-air missile (SAM) site has been identified on
the Baltic Seacoast, 4.6 nautical' miles NNE.of.Palanga-and .7 nautical
miles NNE, of the runway at Palanga Airfield (see -map, page 2).
The site appears to consist of four launch positions, a guidance revetment,
and. an associated structure (see line drawing, page 3). The pattern and
dimensions of facilities at. the site are similar to those of the probable SA-3
Launch Site "A" at the Kapustin Yar/V1adimirovka Missile Test Center, and
may be a signature for SA.-3 launch sites.
An SA-2 SAM site is located 4, 700 feet SSE of the probable SA-3 site. This
combination of launch sites indicates the possibility of an integrated SAM
defense system.
