This brief the result of a preliminary photographic analysis,

identifies two adjacent probable SAM (surface-to-air missile) sites
under construction, located at approximately 46?25;N/7?45'E, about
the two sites,
50 nautical miles northwest of Sary Shagan, USSR. One I.
which have a common fence, is in the mid/late construction stage and 25X1D
has an outside service road and six other service roads leading through
probable launch positions.

which is in an earlier stage of construction, has initial grading on the
complex network of service roads and in the probable g idance area.
These two sites are only a portion of a larger complex which will be
reported on in a forthcoming brief.
The. positioning of two SAM sites adjacent to each other is inconsis-
tent with operational SAM sites observed in the USSR. Iowever, at the
Kapustin Yar' SAM test facilities, there are two sites so positioned at
g>ographic positioning of these sites is only approximate at this time.
