This memorandum, prepared by the ORR Task Force on Long Range
Ballistic Missiles, summarizes the evidence and presents conclusions
relating to eight possible missile storage/support installations in
the western and central =R -d ed. u-non -n liminary research
on these areas utilizing and collateral
information. The- conclusions of this memoran um are necessarily
preliminary in nature because of the limited data available. It is
being published at this time because of the significance of timely
identification and location or facilities providing logistic support
for operational Soviet missile sites.

IN THE USSR AS FLT3IONAL GUIDED MISSILE STORAGE/SUPPORT FACILITIES
Recent Information strongly indicates that eight large
storage installations in the USSR observed in
photography are associated with the Soviet guided missile effort.
Although these installations have been suspect for some time, direct
evidence of missile activity is now available for the first time on two
of these installations, located in the western USSR near
and ~erebkov+o- Because of the similarity of the facilitieshatleeach
of these eight locations, it is believed that all of them probably have
the same basic function. The association with known missile installations,
the size and location of these storage installations, and the number
and size of the buildings within the installations, strongly suggest
that these installations are regional missile storage/support
facilities.
Four of the installations located near the western USSR border are
probably related to the DOWN and perhaps shorter range ballistic missile
deployment. Three installations in the interior of the USSR, situated
in regions with known ICBM sites, are probably related to the ICBM
program. Similar facilities in support of the ICBM program may exist
in other areas of known ICBM deployment, such as the Tomsk-Novosibirsk
area.

Most of these facilities appear to be divided into three distinct
areas, designated on the basis of their apparent functions as "operations"
area, "support" area, and "possible special weapons storage" area.
In general, the operations and support areas of these installations are
siffiilar in number and arrangement of buildings. (See Figure 2.) Shapes
of the operations area vary, probably due to terrain, but each of these
areas is approximately 450 acres in size and is secured by a double-
fence. These operations areas contain a group or large, unrevetted
storage buildings served by an unusual rail-trench trans-loading system,
and also are probably connected by a road system- In addition, there is
a separate area containing several revetted storage buildings. The
grouping of the storage buildings along the central trench is basically
similar, but at four of the installations the buildings are "in-line"
(see Figures 3 and 6), while at the other four they are "off-set"
(see Figures 4 and 6).
Five of the facilities appear to have "special" storage facilities
located 1.5 miles away from the main area, while a sixth has the same
type of special area located 8 miles away. These special areas are
isolated, but their layout is marked by two large and unusual cruciform

In some instances, it appears tt.a? !!ye SAM sites were constructed
especially for the storage inzta1st:a.e, while in some other cases
important targets in the i 4.1str area of the support facility appear
to share the protection provided by the local SAM defense.

types to be observed by pbotogrsph , probably is the regional
center for k [ sites in sin and LIthusmla- 91be 'Baropets
installation probably serves the l__: sites located to eastern
Estonis and Latvia. Thee Mlrlbaylonkl and Zboxm0ftowo ins?a11ations
probably serve as regional support facilities for the P isites in
the western Ukraine.
Or the tour storage installations located in the interior of the
USSR, three may be related to known ICS1 sites. The proximity of the
Donok inatALi i motion to the Verkhnyaye Saida ICS[ site, the (Ti s+ov instal-
lation to the Yur'ya ICBM site, and the eurovatlhha installation to both
the Yosbkox-Olin and the Sostra?a icai sites, suggests a regional ICS[
support role for these facilities. Although the '! bow storage instal-
lation is not in the vicinity of any presently identified missile
facilities, it is possible that a s =12ar relationship between 1lsmbov
and other missile installations may become apparent as our knowledge
of the Soviet missile program increases. The recent identification of an
ICS[ site at Itatkca suggests the possibility of a support facility
in the Tcmakc-IIovosibirskc area.
