(49-14N;140-12E) reveals two areas suspected to comprise a.Soviet air-
to-surface missiIg (Type III) site. These areas -- designated A and B
for this report -- have certain similarities to reported Type III sites. I/
However, due to certain dissimilarities in and-the early state of construc-
tion of Area A, it cannot be conclusively determined from this photography
that this is in fact a Type ID site.
. The two areas do have the physicalilayout of known Type III sites such
as Se-vseromorsk and Ostrov Gorokhovka; airfields. 1/ Area.A is located
approximately 3, 800 feet northeast of the airfield runway while Area B'is
located some 13, 000 feet east-northeast of the runway (see Figure 1)..
Both areas, although somewhat isolated from the airfield proper, are
served by a good road which affords easy and direct access to the field
and its facilities. If this were a Type III site under construction, Area A
would be the missile airframe storage facility and Area B the warhead
storage facility.

Area A (Figure 2) consists basically of three building foundations in
early stages of construction. Two foundations (No 2 and 3) measure ap-
proximately 220 by 65 feet, which is similar to the dimensions of missile
airframe storage buildings -- approximately 195 by 45 feet -- at Severo-
morsk and Ostrov Gorokhovka. One foundation (No 2) has within it a
.structure under construction which, measures approximately 130 by 35
feet, The third (No 4) measures approximately 145 by 55 feet. The size
of the larger foundations represents th basic similarity of this area to
. Type -ILt airframe storage areas. '1!r
The most obvious dissimilarity noted is the lack of stringent security.
Only two possible guardhouses -- off the service road in the north and
.south sectors of the area. -- can be detected. There is no fencing present,
nor is there any indication of a fence being built. However, since the
construction of the area is still in an early stage, the fence might be built

Another significant difference is the presence of only three possible
airframe storage buildings under construction, one of which (No 4) bears
no relationship to the dimensions of known Type iII airframe storage
buildings. At the known sites, at least six such buildings were noted, all
with a drive-through capability. There is no_ indication of a drive-through
road network in Area A.
It is still too early to determine which building-, if any, would serve
as a drive-through, clheckout/assembly building. This type of building
has been observed at Severomorsk and Ostrov: Gorokhovka. Each of the
two large foundations is consistent with the dimensions of such Type III
buildings; But, assuming that one excavation will house this structure,
this would leave at the most two buildings for airframe storage. Again,
this does not follow the Type. III pattern.

Of possible interest but unknown function are four circular pits
(No 5) observed throughout the area. They measure approximately 25
feet in diameter and are similar to two pits aE,Severomorsk. They were
not, however, seen at Ostro.v Gorokhovka or Khorol East. 11 A trench,
possibly a pipeline, extends from a possible pumphouse (No 7) to one of
the pits. Two other trenches were noted but neither runs directly to
another pit. Since the pits were found at only. one other Type III site, it
may be that they are involved in the water system of the area -- possibly
-sewage, water supply, or fire prevention -- rather than in the missile
Of they two areas studie_ci'-`)Area B (Figure 3) better fits the Type IfI
pattern. It is located approximately 9, 000 feet northeast of Area A. It
is secured by a double wire fence with guard towers in the north and
southeast corners of the perimeter fence end a gatehouse at the area's
lone entrance. The location and.securit,here are consistent with Type
III warhead storage areas. -
Of interest within the fence is the earth-mounded storage bunker
(No 1), approximately 75 by 45 feet. This may be of special significance
for the very reason that it differs from known Type III warhead storage
buildings -- basically revetted buildings rather than bunkers. .. This
bunker bears neither structural nor dimensional similarity to the bunker
warhead storage at the
Airfield. 2/ Probable utility poles are positioned in the front and back
of the bunker.

Other facilities in Area B are a nonrevetted storage building (No 3),
100 by 35 feet, and a small mound or bunker (No 2), approximately 25 by
.25 feet. Three possible utility poles are located around the mound or
bunker in a triangular array.
Located outside the .security fence are: (1) two circular pits similar
to, those found in Area A (No 6, 9): (2) an?administrative or security build-
ing (No 8) along the service road; (3) a small mound or bunker (No 7)
directly across from Building 8; and (4) one building of undetermined
In conclusion, st may be said that this site has some similarity to a
Type III site.' However, since Area A was in an early stage ??f construc-
tion in the=e is nct enough photographic _evidence to designate
it formally as such. a -
Note should be made of two areas being cleared in One
25X1 D is approximately 6, 100 feet north of thc-:. runway, the other 9,800 feet
north of the runway. Although in the very earliest of construction stages,
they may prove to be significant when completed.
