This complex is located approximately 80 nm northeast of the Sh drin'sk ICBM Launch Complex and is in an early stage of construction. The present facilities include a 'rail-served complex support- facility and a road=served- launch area. No rail-to-road transfer point or SAM defenses were noted. A transfer point probably will be.constructed west of the Complex Support Facility. A search of previous photographic coverage revealed no missile 25X1 D activity at the site of this complex in The first 25X1 D photographic evidence of any activity at this complex was in 25X1 D This activity included a new rail spur branching from the Tyumen'-Ishim rail line just south of the village of Bogandinskaya (Figure 2). The initial layout of the rail bed for- the spur now serving the. complex was evident, as were several newly constructed buildings in the present administration and housing area of the, Complex, Support Facility. There was no evidence of the- present road that connects the'Complex 25X~D . Support Facility with the .Launch Area. 25X1 D again- provided coverage of the area; however, ari ICBM launch complex signature still was not evident. Some expansion in building construction in the Complex Support Facility was noted, as well as a well- engineered road tb a point near the -present Launch Area. COMPLEX SUPPORT FACILITY The Complex Support Facility is located at 56-52N 65-53E. approxi mately 21 nm south-southeast of Tyumen' and just southwest of the village of Bogandinskaya (Figure 13). It is served by a new rail spur that runs south then west from the Tyumen'-Ishim_- rail line and terminates in a forested - -3 - TOP SECRET RUFF NPIC/R-73/62 (~ T COMPLEX SUPPORT FACILITY .ROAD - PROBABLE-ROAD RAILROAD. A spur extends south from this main rail spur and b anches into three . spurs within the Complex Support Facility. These thr a spurs measure' approximately 3,300, 2,800, and 2,7150 feet and are space 310 and 360 feet apart from west to east. The eastern spur has a 1,500 foot siding to the west of it. The latest photography reveals a 'building, app oximately. 195 by O 55 feet, situated on the west ' side of and parallel to t Ie center spur. A second building, approximately 190 by 50 feet, is located on) the east side and parallel to, the western spur. No rail-through buildings are present. The administration and hogsing area of the Complex Support Facility under construction immediately north of the spur area is road s rved and includes at least 62 buildings. Three of these buildings measure approximately 150 by 65 feet, one 125 by 65 feet, twenty-two 190 by 40 feet, /and twenty-five. 45 feet square; and 11 are miscellaneous buildings. No s curity fencing was noted in the area. LAUNCH AREA A single launch area in a very early stage of construction at 56-52N 65-35E is located in a forested area`approximately 9.5 nm west of the Com- plex Support Facility (Figure 4). A road pattern, estimated to be of the. Yur'ya type, has been cleared for the Launch Area. Although construction actiivity is noted, no pad construction or buildings are identified: No fencing or other security features are evident. It is. estimated that the Launch Area, if it is of the Yur'ya type, will be oriented on an azimuth of approximately '300 degrees when completed. On the basis of the estimated orientation of .the Launch Area and the incomplete clearing for the road system, the indicated pad separation will be approximately 900 feet. The scaling of photography of the area is limited, however, by poor map and chart control. A launch support area is located approximately 0.5 nm south of the Launch Area and immediately east of the access road.
