HIGH-EXPLOSIVES DEVELOPMENT COMPLEX NEAR HSIANG-HSIANG, CHINA* .25X1 D 25X9 -25X9 Photography from reveals -a high-explosives (HE) development complex (27-50N 112-40E) located 9 nautical miles (nm) northeast of Hsiang-hsiang, 27 nm southwest of Ch' ang-sha, and 25 nm west of Chu-chou, China. It is composed of a well-secured development area, an explosives storage area, an industrial area, and an extremely large housing area. The development area is rail and road served, and contains at least seven reverted buildings and numerous other buildings which possibly are involved in casting, shaping, and pressing of high-explosives materials. One .large building in this area is connected to six small buildings by an enclosed passageway. Another enclosed passageway connects three other moderately large buildings. The HE storage area includes 111 road-served storage buildings which are well spaced and four small magazines which have been cut' into hillsides. The industrial area includes numerous large buildings identified as probable shops and one large three'-story building which is a probable laboratory. One large building is under construction. The housing area provides more than 200 multifamily structures of unusually good quality, a small barracks area, several large adminitration- type buildings, an auditorium or gymnasiumlike building and several service structures. An alternative possibility which cannot be dis- regarded at this time is the development or production of missile pro- pellants. SECRET 25X1 D .
