This joint photographic intelligence report has been prepared by the
Army, Navy,, and Central Intelligence Agency to satisfy general require-
ments of the intelligence community concerning guided-missile activity
in the USSR. Specifically, the report presents the results of an investi-
gation of an industrial complex under construction at Stavropol (in Kuyby-
shev Oblast) to determine if any of its several production facilities are
missile-related, and thereby, possibly associated with the nearby Kuru-
moch Propulsion Test Complex (see CIA/PIC/JR-1002/60). 1/

A large industrial complex is being constructed at Stavropol, USSR.
In general, its industries will be commercial in nature, and will include
plants for the production of heavy concrete-mixer equipment, synthetic
25X9 rubber, and several unidentified products.
DESCRIPTION OF COMPLEX
The Stavropol Industrial Complex, covered by photography of
is located:=at 53-32N 49-28E, just north of the Zhigulevsk Hydro-
electric Power Plant and 35 nautical miles (nm) northwest of Kuybyshev
(see Figure 1). The complex, which encompasses an area 2.9 by 2 nm,
features a strongly secured unidentified chemical processing plant. It
also contains several other large plants, including a heavy concrete-mixer
equipment plant and a large synthetic rubber plant 2/ and various uniden-
tified plants (see Figure 2). All the plants are apparently devoted to
commercial industrial enterprises

The Stavropol Industrial Complex appears to be concerned generally
with commercial industrial enterprises.
No apparent association could be made between the Stavropol Indus-
trial Complex and the Kurumoch Propulsion Test Complex or any other
missile-related activity.
