A total of 169 such deployed launch sites hive been iden- tified in the USSR as of Deployed MRBM and IRBM launch sites in the USSR can be divided into four definite groups which fit into a logical evolution of design, as follows: Type I -- round-pad soft MRBM launch sites, Type II - -elongated-pad soft MRBM sites, Type III -- elongated-pad soft IRBM sites, and Type IV -- hardened NIRBNI/IRBM sites. It now appears that it is more meaningful to classify soft MRBM launch sites by twotypesofpad con- figuration rather than by the overall site signa- ture. Site signature is used, however, to identify the soft IRBM launch sites and the hardened launch sites. Descriptions of these four types of launch sites are presented below. Round-Pad Soft MRBM Launch Sites (Type I) Seventy-seven soft MRBNI launchsitescon- sisting of four round launch pads each, with either two or four ready buildings, and a number of other support buildings have been identified in the USSR. Fifty-nine of these sites each have two ready buildings, and the remaining 19 have four ready buildings. The fact that only one of these sites has been observed while still under construction, when first identified in August 1961, leads to the conclusion that the deployment of this type of site was completed in the fall of 1Q61. Included in the round-pad classification are three major types of site configuration that have been described in previous reports as in- line, rectangular, and irregular. On the basis of this system of classification, the 77 launch sites with round pads may be divided as follows: 20 inline sites, 34 rectangular sites, and 23 irregular sites. Many of the irregular round-pad sites are near the western frontiers of the USSR, which may be an indication that the Soviet 700- nautical-mile (nm) MR BM is deployed at some or all of these locations. Another possibility is that these sites are for the 1,100nm missile because some of the irregularities of these site signa- tures bear a resemblance to the field type of MRB11 installations observed in Cuba. Elongated-Pad Soft MRBM Launch Sites (Type 11) Elongated launch pads appear to be the latest construction concept for soft MRBM launch sites in use by the Soviets. Forty-eight sites of this type, in varying stages of construction, have been identified to date in the USSR. All are basically of an inline configuration with a pad separation of from 500 to 600 feet, all have four ready build- ings, and all have approximately the same num- ber of support buildings. The elongated pad is also the general design concept in use for the launch pads at Soviet IRBM and ICBN1 launch sites. Elongated pads were first identified in December 199 when under construction at Launch Area 2C of the Kapustin Yar Missile Test Center (KYMTC). Launch Area SC-2 of the K\'\TTC is similar in configuration to one-half of a de- ployed MRBM launch site containing elongated pads. The pad separation at this site is slightly greater than that found at the average deployed MRBM site and slightly less than that found at deployed soft IRBM sites. The fact that Area 5C-2 was still under construction in April 1962, well after sites of this type had been deployed, indicates that it probably is used for troop training. Three additional soft sites deployed in the Far East have characteristics of both the elon- gated-pad \IRBM and soft IRBM sites. These three sites are designated in this report as elon- gated-pad soft \1RB\i%IRBM launch sites. Soft IRBM Launch Sites (Type III) Eleven soft IRBM launch sites have been identified in the USSR to date. Each of these sites consists of four elongated pads separatgd by a distance of 700 to 800 feet and forming an inline configuration. The pad separation found at these sites is similar to that at the three IRBM sites that were under construction in Cuba. Four ready buildings and other support buildings also are present at each site. The support buildings have a different arrangement than those found at the \IRBM launch sites having elongated pads. It is estimated that deployment?of this system started early in 1961 and that Launch Area 5C-1 MRBM, Round Pad MRBM, Elongated Pad IRBM, Soft IRBM & MRBM/IRBM, Hard 111111111111111111111 at the K 1'\1 I C, which has a wider pad separation than Launch Area 5C-2, is used for the oper- ational troop training on this system. Hardened IRBM and MRBM/IRBM Launch Sites (Type IV) Thirty hardened IRBM and \1RB\1'IRB\1 launch sites have been identified in the USSR to date. Each site consists basically of two missile silos, an underground control bunker, and a near- by soft support area. I he prototypes for these launch sites are the sites at Launch Area 4C of the KY\TrC. It is impossible from available photography to determine whether or not both the \IRBM and IRBM systems have been hardened by the Soviets. Therefore. the hardened sites asso- ciated with soft IRBM sites have been designated as hardened IRB\l launch sites in this report, and all others have been designated as hard \1RB\1 IRBM launch sites. The association of hardened sites with round-pad and elongated-pad, soft MR BM sites and the presence of two launch sites at Launch Area 4C of the KY\TrC raises the pos- sibility that both the 3,100 and 2.000 nm missile systems have been hart dened. The fact that Launch Area 5C of the KY\TIY' probably is being used for troop training on both these systems strengthens this possibility and indicates that the Soviets have employ*d two missile systems at a single launch area of the test range. Figure 1 shows a possible timing sequence for the deployment of \1RB\1 and IRBM launch sites in the USSR as determined from photography. Complex Deployment Concepts A detailed study was made of the grouping of all identified MRBM/IRBM launch sites into complexes to determine Soviet deployment con- cepts with respect to the number of launch sites in each complex. Twenty-six complexes of three sites each have been identified on photography. These com- plexes were so identified when three sites were observed in close proximity and in most cases were found to be served by a common access road. In some cases, all three sites also are served by the same support area. In all cases it appears that the third site has been added wef after the completion of the first two sites. These 26 complexes of three launch sites maybe cate- gorized as follows: Twelve complexes of two round-pad MRBM sites and one hardened MKBA1/ IRBM site Four complexes of two elongated-pad MRBM sites and one hardened MRBM/ IRBM site Five complexes of two round-pad MRBM sites and one elongated-pad MRBM site One complex of three elongated-pad MRBM sites One complex of two soft IRBM sites and one hardened IRBM site One complex of three soft IRBM sites Two complexes of three hardened %IRBM/IRBM sites A total of 43 MRBM and IRBM launch com- plexes consist of two sites each. These com- plexes may be categorized as follows: Twenty-one complexes of two round- pad MRBM sites Fifteen complexes of two elongated- pad MRBM sites One complex of one elongated-pad A1RBNl site and one hardened %1RB%1/IRBM site One complex of two soft IRBr1 sites One complex of two hardened \1RB\I Four complexes of one soft IRBM site and one hardened IRBM site One round-pad \IRBM site One elongated-pad MRB\1 site" Three elongated-pad soft \IRB\1 "IRBM Five sites are still deployed singly as of the most recent usable photographic coverage and may be categorized as follows: sites It should be noted that in complexes consist- ing of two sites there is no mixing of round-pad and elongated-pad \IRBM launch sites, nor is there any mixing of soft \1RB\1 sites with soft IRBM sites. Also noteworthy is the fact that no hardened MRBM/IRBM sites have been identified singly. In all the above totals, both possible and probable sites have been included. A complete tabulation of all identified MRB\l and IRBM launch sites in the USSR listed alphabetically by complex name is given in 1 able 1. Where applicable, the third site has been added under the original complex name. All site locations were replotted from photography on the best maps available, in most cases the A\1S 250 series charts. Coordinates are given to the nearest 15 seconds, which is considered to be the most realistic plotting accuracy on the basis of available materials. A listing of all MRBM and IRBM sites arranged by categories described in this report is given in Table 2.
