An ICBM launch complex consisting of a
launch area with a Type III launch site in a
midstage of construction, a complex support
facility, and a possible rail-to-road transfer
point has been identified at 50-48N 115-50E,
12.5 nautical miles (nm) southeast of Olovyan-
naya (Figures 1 and 2). The cities of Chita
and Nerchinsk are located 115 rim to the north-
west and 75 nm to the north-northeast, respec-
tively. The USSR-Mongolia border at its closest
point is 47 nm south-southeast of the complex.
The complex is situated in the foothills of
sparsely settled low-lying mountains, the maxi-
mum elevation of which in this vicinity is 3,409
feet. A rail connection is provided by the
Tarskiy - Otpor rail line, which connects with the
Trans-Siberian railroad at Tarskiy, approxi-
mately 70 nm northwest of the complex.
No negation date can be given because there
was evidence of some construction at the time
of the earliest available coverage
Military activity in the vicinity of the com-
plex includes a previously established military
area and four SA-2 SAM sites.
The complex has been covered by seven
photographic missions, re-examination ofwhich
affords analysis of construction progress. It was
not until that the
elements of the complex were seen clearly
enough to make positive identification.

The complex support facility is located at
50-48N 115-50E, 12.5 nm southeast of Olovyan-
naya. It consists of a railhead and storage area
and an administration and housing area (Figure
3). A military area, which predates the launch
complex, lies just west of the administration and
housing area. Facilities of this military activity
may also be used in support of the launch com-
plex.
A rail spur leaves the main line, parallels
it for approximately one nm, and then curves
sharply to the northeast. The spur follows the
general alignment of a small stream for approxi-
mately 2.8 nm where it presently terminates.
Approximately .5 nm before the terminus, a sid-
ing leaves the spur in a southerly direction and
extends to the railhead and storage area where it

branches into three short spurs. One of the spurs
appears to be incomplete. Three large ware-
houses, a batching plant, several smaller build-
ings, and open storage are present. No security
fences or power lines have been identified.
The administration and housing area lies
.7 run northwest of the railhead and storage area.
It consists of a secured area 2,600 by 2,000 feet
and contains 27 barracks-type buildings and 15
miscellaneous buildings. The area is enclosed
by a single fence, probably constructed of boards.
Within the fence are two smaller secured areas,
one of which appears to be open storage with two
storage buildings, and the other probably is a
motor pool with two shop buildings. On the west
side of the secured area and just outside of the
fence are four probable administration buildings.

The presence of seven barracks/storage and
six miscellaneous buildings near the end of the
rail spur may indicate that a transfer point will be
built at or near this point (Figures 2 and 3), al-
though a rail-to-road transfer point has not yet
been constructed. A road under construction ex-
tends north from these buildings, and grading in-
dicates that it will connect with the road to the
launch area.
The launch site of Launch Area A is located
5.4 nm north of the complex support facility
(Figure 4). They are connected by an improved
road and by a road under construction. The Type
III launch facility, in a midstage of construction,

tic of this type of site -- has been excavated on
the southwest side of the main excavation, but no
construction is apparent within it. The launch
site is secured by a single fence arranged in an
irregular pattern, the overall dimensions of
which are approximately 2,800 by 1,800 feet.
Three small storage-type buildings are located
near the excavation and within the security fence.
Launch Site A cannot be negated on available
photography as there was activity in the area at
the time of the first available coverage (Mission

The improved road from the complex support
facility continues past the launch site to the sup-
port facility. A road also extends approximately
1.6 nm west of the support facility to the top of a
ridge line. This extension may indicate the future
development of another launch area. The support
facility contains 26 barracks/storage buildings
of varying size, 9 of which are approximately 130
by 50 feet, and 19 miscellaneous buildings. This
is a larger number of buildings than usually seen
in support of this type of launch site and may
therefore be an additional indicator that a second
launch site is planned in this vicinity. No secu-
rity measures have been identified.

The military area (Figure 5), which was a
complete installation when first observed on
has not changed since that
time. It consists of a secured area approximately
6,000 by 2,300 feet and contains approximately
135 buildings, including administration, bar-
racks, warehouse, and shop types. It is enclosed
by either a wall or a fence and hedge combination.
Just to the northeast of the military area is a
double-secured area approximately 1,300 by
1,000 feet, the outer perimeter of which may be
either a wall or hedge and fence combination.
The inner perimeter is a fence. The area con-
tains 20 small buildings, and probably is an
ammunition/explosives storage area. Just to
the northeast of the double-secured area is a
second small unidentified secured area contain-
ing seven buildings.
