DISCUSSION

A total of 104 submarines was observed in a
search of the Arctic and Pacific coastal area of
the USSR that was visible on hot -
raphy of

the Soviet Northern and Pacific Fleets (Figures
1 and 2). The search included known or suspected
submarine bases, shipyards, ports, coastal
waters, and the open sea. In addition, each area
was searched for submarine pens and associated
facilities.
In the Northern Fleet Area, all known sub-
marine bases and ports plus about 85 percent of
the ice-free coastline of the Arctic Ocean west of
Novaya Zemlya were examined. Between Novaya
Zemlya (70-OON 60-OOE) and Wrangel Island
(70-OON 180-OOE), pack ice in the Arctic Ocean
precluded the Identification of submarine activ-
ity. In the Pacific Fleet Area, 11 of 14 known
bases and ports plus about 45 percent of the ice-
free coastline of the Pacific Ocean and the Arctic
Ocean east of Wrangel Island were examined.
A total of 104 submarines was observed in
both areas: 84 in the Northern Fleet Area and
20 in the Pacific Fleet Area. It is felt that a
substantially complete total of Northern Fleet
in-port submarines was observed.
In Tables I and 2, the disposition of the
observed submarines is given by specific base
or geographic location within the fleet area.
The count is broken down into three categories:
"small" for all submarines under 200 feet;
"medium" for those between 200 feet and 260
feet; and "large" for all submarines over 260
feet.
In many cases, however, the exact limit of-bow
and stern could not be accurately established
even though the image itself could be identified
as a submarine.
