1. In response to the above references, a study of the Gorkiy Airframe
Plant No. 21 was conducted using
2. Since the time of the last study (reported in CIA/PID Project No

C1236/62) construction activity is apparent although no xew buildings have been
erected. Grading is being accomplished adjacent to Building 34 (See line drawing
and photo) and several of the storage type buildings in the area of Building 32
have been torn down. These actions indicate a modernization or consolidating
program is underway.
3. Measurements were performed on all major and most minor buildings. The
scale used in these computations was calculated independently by CIA`PID (NPIC)
and CIA/TID (NPIC) and both divisions arrived at essentially the same value of
1:111,000. The results of the measurements are tabulated below and are keyed to
the line drawing.

4. Because the KH-6 system used in this study allowed more refined
measurements, it is believed the area figures presented here are more reliable
than those in the previous study.

5. The scale and quality of- did not permit identification of
aircraft as to specific name. However, some aircraft were visable and were of
fighter type. Both swept wing and straight wing aircraft were seen.
