1. This memorandum is in response to your requirement dated
and supplement to the above requesting a comparison of the SA-3 guidance
radar at Site A-16A on Nargin Island, Baku and the radar at the missile site at
Mys Set Navolok, USSR. Also requesting the best possible drawings of the radar,
missiles and. missi].. launchers at both facilities.
2. (a) The est possible sketch of the radar and launcher at Baku is
shown in Figures 1 and 3 attached' The SA-3 launcher was barely discernible on
the photography available and only a shadow drawing is submitted.
(b) The best possible sI tch of the radar at the missile site at Mys
Set Navolok is show} in Figure 2. A sketch of the missiles is shown in Figure 3-
(c) A graphic comparison was made of the radar guidance components at
the Mys Set Navolok site and the Baku site and it is concluded that most of the
radar components at the two locations are similar. However, though most of the
components cmpare favorably, there are some differences 'which cannot be resolved
at this tim6 due to photographic tations. Upon acquisition of better quality
photography these minor differences may be resolved.
(d) A comparison of My* Set Navplok photography with photography of
the SA-3 site A-05A at Odessa revealedm confirmed similarities with the exception
of gross form due to the poor quality and scale of the photography. The site
configuration at Mys Set Navolok cannot be determined at this time. A comparison
of Mys Set Navolok with Palanga and other SA-3 sites revealed the same resul4s.
It is felt at this time that the problem of a comparison with any other SAT sites,
with the exception of Baku, cannot be resolved until better photography becomes
available.

(e) No measurements are submitted with this report due to the poor
quality of the long range ground photography and the lack of photo data that
would enhance accurate mensuration.

with this requirement have been submitted under separate cover.
