2. In the city of K'un-ming and the surrounding vicinity eight
trial Plants, that are possible Arsenals,.have been found. Talent

In this area Plant No.-298, an Optics Arsenal, and Plant No. 356,
a Small Arms Arsenal, are reported (CIA Information Report No. CS-K-
3/487,906, dated 26 September 1961) to be located. Plant No. 356 is
situated in a valley and consists of three large, double bay monitor
roof buildings (Annotation No. 1), numerous caves (Annotation No. 2)
and many smaller Industrial Buildings (Annotation No. 3). The

1. This memorandum is in response to theove referenced requirement
which requests a layout, description and annotated enlargements of the
Arsenal Complex in K'un-ming, Communist China.

installations were located and identified by using descriptive collateral
material in conjunction with photo interpretation. Enlargementsof each
Plant area have been enclosed with this memorandum and a description of
them can be found in the text below.
3. The Arsenals have been located on the enclosed map (CIA/PID/IB-
P-716/63) and each given a letter designation which is referenced to the
corresponding photo enlargement and textual description of each area.
The numerical annotations on the enlargements are discussed in the
following text.

The location of Plant No. 298 can not be precisely determined,
however it is in the area south of Plant No. 356. It probably occupys
the large multi-story and monitor-roof buildings (Annotation No. 7)
adjacent to a residential area southeast of Plant No. 356. A new
multi-story building (Annotation No. 8) and a new, furnace building 25X1D
(Annotation No. 9) have been constructed It ,is also
possible that this Arsenal is located or inc u es either of the new
Industrial Complexes (Annotation No. 10) to the west.
5. Plant Area "B" - CIA/PID/IB-P-718/63
Plant Area "B" has been described in the De artment of the Army
Intelligence It was 25X1 A
called an Explosives Complex consisting of the- following four areas:
l.. Area "A" -.Headquarters and barracks area (Annotation No. 1)
- 2. Area "B" - Storage area (Annotation No. 2)
3. Area "C" - Headquarters and barracks area (Annotation No. 3)
I+. Area "D" - Probable explosives processing area (Annotation No. 4)'
West of this complex there are possible storage or processing buildings
(Annotation No. 5) which-could be associated with it. The product -
manufactured or stored in this complex, as yet, cannot be determined.
'6. Plant Area "C" - CIA/PID/IB-P-719/63--
A possible Arsenal, with the name of "Yunnan Military Ordnance 25X1A
Plant", was described in the CIA Information Report
25X1A The Plant best fitting the description given
in this report is shown. (Annotation No. 1) on the above referenced
graphic. The front of this Plant is set back from the road going
west from K'uri-ming (Burma. Road, Annotation No. 2) and the back of it
is adjacent to a rail line (Annotation No. 3). The Plant consists of
25X1D one large building with three bays, which has been ad d .since
and numerous, smaller, single story bu 1 ? gs...- The
buildings appear to be the type that could be used-fo machine shops,
light fabrication and storage. The actual-processes conducted in
them can not be determined.

7 Plant Area "D" - CIA/PID/IB-P-720/63
- This Plant area is reported (CIA Report 25X1A
to contain the Yunnan Machine Factory and Automobile
Unit. The Factory (Annotation No. 1) supposedly makes machine guns

and small arms and the Automobile Unit (Annotation No. 2) transports
them. Large dormitory facilities (Annotation No. 3) are associated
with both of these installations. The Factory contains three, large,
multi-bay, monitor roofed building and numerous smaller buildings.
Two of the smaller buildings (Annotation No. 1.) probably contain
f oundry , forging or heat treating equipment. One of these buildings
(Annotation No, 5, see inset) has been expanded
This Factory-could contain the equipment necessary to manufacture
small arms. A firing range (Annotation No. 6) is situated north of
the Automobile Unit. This facility could be used both in the testing
of new weapons and in the training of military personnel.

8. Plant Area "E" - CIA/PID/IB-P-72163
Air Intelligence Report describes
an Arsenal located outside the "west gate" of K'un-ming. This is
possibly the 101st Arsenal. The AMS Town Plan of K'un-ming, dated
(Annotation No. 2), have been removed. This could indicate that the
building use has changed and that the Arsenal Yeas been removed.

building (Annotation No. L, see inset) have been constructed since

it is not possible to verify or deny that this Plant is an Arsenal.
10. Plant Area "G" - CIA/PID/IB-P-72363
Plant Area "G" is re t + No. 403 (CIA Information
), which repairs motor
vehicles, such as jeeps, trucks, and possibly tanks. The photography
shows that this area contains a light fabrication Plant which is partly
under construction (Annotation No 1), a possible Motor Pool (Annotation
No. 2), a Driver Training Facility (Annotation No. 3) and a Motor Vehicle
Repair Facility (Annotation No. 4). This Plant probably serves only as a

repair facility and does no vehicle assembly. Many trucks and some
buses and jeeps are parked in the yard associated with this facility.
No tanks were observed in the area; however, this facility probably
could repair tanks if they were required to.
