This memorandum is in response to the above referenced requirement which requests a layout, description and annotated enlargements of the arsenal complex in Harbin, Communist China. enlargements of-these plants from are 25X1 D enclosed with this memorandum. Harbin is reported to contain many arsenals that manufacture products such as ammunition, grenades, shell casings, mines, guns and possibly tank 3. A tank repair factory (probable Plant No. 674) was reported (Overt 25X1A Intelligence to exist southeast of the San-k`o-shu grade crossing the eastern suburbs of Harbin. An enlargement (CIA/PID/IB-P-761/63) of the plant probably referred to in this report is enclosed. This plant is secured by a wall and is rail served. The rail spur, which enters the plant from the north, seperates into three sidings. The shortest siding only serves a loading platform, while the other two sidings extend through this factory to the steam plant. This installation contains at least one foundry, a steam plant, two large machine shops and many smaller shop and storage buildings. The plant has two rail car loading platforms and possibly one transfer crane located near the southwest corner of the larger machine shop. No large cranes and no large, rail served, open storage yards, other than for coal, are present in this plant. Therefore this plant does not appear capable of handling heavy immobile objects. It could produce small machine parts for use at this plant or for shipment to other plants. Furthermore, it probably could service equipment that would move under its own power or could be towed. Probable arsenals No. 25 and No. 28 are illustrated on an enclosed graphic (CIA/PID/IB-P-762/63). These plants are located northeast of the 25X1A same grade crossing -in San-k`o-shu, Harbin, which was referred to in paragraph 25X1A yon-these plants includes a fairly accurate sketch of their location. Arsenal No. 25 is reported to make shell casings which are shipped to arsenal No. 28 for loading. Arsenal No. 25 contains a small steam plant, a sub-station, a rail served loading platform and three fabrication buildings. This plant could contain the equipment for manufacturing shell casings but this can not be confirmed from photography. Arsenal No. 28 contains a steam plant, a loading platform, a sub- station, an explosives processing section, shop and storage buildings (some of which are connected by covered walks), and a motor pool. The plant is secured by a wall and is rail served. The long narrow bolding to the west of this plant probably serves as a test range. This plant could be loading shell casings, but again, this can not be confirmed from photography. At the time of photography, no smoke was being emitted from the stacks and only two hopper cars were on the tracks leading to Plant No. 28. However, many people, carts and vehicles can be seen moving in the plant areas and on the roads leading to them. This probably indicates that the plants are, at least, partially active. The level of this production can not be determined. 25X1A 5.
