1. In response to your requirement dated 18 December 1963 an inspection of
the Kapustin Yar and Eknba facilities, the unusual SAM sites along the Polish
border, and the H-shaped sites for evidence of GRIFFON missile association was
performed with inconclusive results.
2. No evidence of the H-shaped sites or the unusual SAM sites could be
found at Kapustin Yar or Enba. All available KEYHOLE coverages of these were
inspected for such evidence. o y
3. It appears as though the size and shape of the H-shaped sites (see
NPIC/R-192/63 and R-193/63) would preclude deployment of the GRIFFON missile
(see . NPIC/R-1585/63). This is especially true when considering the necessary
operation of the transporter as seen in the Moscow parade and the ground support
equipment required to handle the missile. It would seem that a site with.a road
system similar to that of a typical SA-2, SA-3, or like those unusual SAM.sites
along the Polish border would be required to facilitate the operation of a
tran?orter of this kind. The scale of the available KEYHOLE photography of the
unusual SAM sites precluded any definite association of the GRIFFON missile with
these sites.
