This brief is in response to a request for; an evalua- tion of the po~:?er plant in the Ln~.tial Support Area at Sary Shagan Anti- missile Test Complex, a.nd for a comparison of this plant ~,r?ith theme pov~er plant in Balkhash (see Figure 1) . 25X1D The-photographic coverage Hof tI-~e pot=rer plant at Sary Shagan (46-061~I 73-36E) is cloud free, but the quality limits stereo anal}'sis. 25X1D The -coverage of the power plant at Balkhash (46- =9iV" 7.4-57E) is clear, except for heavy si~~oke fi?om tl~its power plant and its .associated copper smelter, which obscures some details . Sary Shaun Plant. The' rail-served power plant at Sary Shagan (see r figure 2) is situated in the Ir_itial Support Area on the west side of the Sary Shagan railroad yard ar_d servicing facilities . The' ~1ant is in an L-shaped, walled enclosure 570 feet long with a ma.Yimum width of 210 feet. In addition to the fcct po~.ver plant building, the enclo- sure contains a cooling tower, acoal-thawing building, theremains of a coal pile, and three small buildings, -one of which is probably ~ guard- house. A spur out of the adjacent railroad yard passes thrmug~i the coal- thawing building into the coal-storage area. .~ 25X1D The photography indicates that the power plar_t at Sar}r Sagan orig- inally had steam boilers and was coal-fired. the p'ow~:r plant had been converted to diesel operation. The power-plant structure was prob- ably remodeled, since there is no visible evidence of an}' stack: or stacks required by coal- or oil-fired boilers'. Ir_stead there are three short ex- haust vents on the roof of a low extension along the north side of the prob- able former high-roofed boiler room. This configuration is typical of a diesel-powered installatior_. 25X1 D The three vents, approximately on centers, ',indicate the installation of three diesel-generator writs, ~~~hich are estirrtat~d to have a possible maximum capacity of 2.5 megawatts (~T~~') each. The: size of the power-plant building indicates that tl.e steam plar_t had an estimated maxi- mum capacity of 5 M~'vr. Since rversion to diesel operation, it is estimated that its capacity, in ~ was 5 to 7 . 5 hZ~'Y".
