This memorandum is in response to the above referenced requirement requesting annotated enlargements from three photo missions to show the construction activity, a description of the facilities from the latest photo mission, and measurements of all major buildings at the Krasnoyarsk Alumina and Aluminum Plants, USSR. .2. An analysis of photo mission 25X1D revealed a probable alumina plant in partial operation designated 25X1D;S Area "D" of enclosure CIA/PID/IB-P-297/64. The northern portion of the plant is still under construction. The largest building in the plant, other than those annotated on enclosure CIA/PID/IB-P-297/64, could possibly be for sintering, leaching, and desiliconization with the northern most section for sintering, the middle section for leaching and the southern most section (the tallest section) for desilicon- ization. However, the snow cover hampers the interpretation of the buildings definite function. The waste or red mud from processing the ore-is probably taken to a cement plant in rail cars as no red mud lake was noted. For a further break-down of the facilities refer to enclosure CIA/PID/IB-P-297/64. 3. The aluminum plant was interpreted from photo mission _ and 25X1 D annotated on enclosure CIA/PID/IB-P-297/64. This plant is not in operation, but it has one pot room complete and probably operational. If the plant continues at the present rate of construction it should be in operation by late 1965. The terrain in the northern portion of the plant area is gullied and would therefore take considerable grading and filling before construction of additional pot rooms or other facilities could be accomplished. were used to make the following comparison. See Attached) The annotations used in this comparison are the same as those used on enclosure CIA/PID/IB-P-297/64. 5. Measurements and a line drawing of both the Aluminum and the Alumina Plants are given on enclosure CIA/PID/IB-P-300/64 and were prepared by TID/NPIC. All height measurements are very approximate. 6. The photo analyst assigned to this requirement was who can be contacted on extension 2547 should any further information concerning this memorandum be desired.
