This memorandu.^7 is in response to the referenced requirement which asks for a detailed photo analysis of the Salavat Petroleum Refinery, USSR. 2. Analysis of the best available photography covering the area of the Petro-eum refinery indicates that there are both distillation and cracking units present. There is a treating and blending section (with warehousing, canning and shop facilities) within the complex. There are also approximately 2C'C storage tanks ranging from mall to large and 38 open pit reservoirs for crude storage. Construction material and new bases for storage tanks were observed just west of the refinery. The heat and power plant is on the southern portion of the refinery and appears to be in operation. Atmospheric emissions can be observed from. various units of the complex and from these observations would indicate that the refinery is in operation. The installation is both road and raid served.
