1. This memorandum is in response to the referenced requirement which asks
for a description of the petroleum refinery at Novo Yaroslavl, USSR. This de-
scription is to include-level of construction; correct geographic coordinates;
estimation of aerial extent; enumerate the individual refining units in exist-
ance or under construction; and to provide an annotated photographic enlarge-
ment of the refinery.
2. The Novo Yaroslavl Petroleum Refinery is comprised of a series of units
for the refining of crude oil, a heat and power plant, cracking units, distillation
units, tank farm and a probable desalting unit.
Atmospheric emissions from various parts of the complex were observed
25X1 D on photography from KEYHOLE These observations
would indicate the heat and power plant an4 refining units as a whole to be
operational. The installation is both road and rail served.
I 3. In general, expansion and development of the refinery appears to be in
early stage of construction although some units are operating. The refinery
covers an area approximately 8,300 feet wide by 15,000 feet long, and its coordi-
nates are 57?32'N - 39?47'E.
