TOP SECRET I I 25X1 TOP SECRET TOP SECRET This report, former ';published bimonthly by the GM:\IC ileplov- ment Working Group IVf in mimeograph form, has been expanded to include additional data. It will continue to be published bimonthly in this new format. Dissemination of the report %,.-, is previously limited to holders of the DWG report, Soviet Surface -to-Surface Missile Deployment. Because the information contained herein is both supplemental and self-sustaining, distribution will no longer he limited to holders of the above report. The current format provides a comprehensive, ready-reference listing of all ICBM, IRBM, and \1RBM deployment locations, types of site configurations, photographic references, estimated construction and operational status, and other evaluations by the D\\'G. These data con- stitute the majority view of the D\\'G membership, and may not corre- spond precisely to individual assessments by each member. Additional data may he added to future revisions. The new data are reflected in Table 1 and in the estimates and opera- tional status shown in Tables 2 and 3. Cutoff date for information contained in this report .\t 2 of the 1S ICBM complexes, 2 new hard sites and one new soft site have been identified In addition, 3 hard sites, 2 pre- viously evaluated as possible sites and one as a probable site, have been confirmed. These newly identified ICBM sites raise the total number of confirmed and probable deployed sites to 105 (238 launchers). Additionally, one site is carried in the possible category. Of the 238 launchers, al- most 170 are considered to he operational. It is significant to note that in addition to Plesetsk we are now carrying three other complexes (Itatka, Verkhnyaya Salda, Yoshkar-Ola) with all sites estimated as operational and no new con- struction apparent. We are carrying Launch Site A at Omsk as operational in Table 2. This is the first type IIIB site estimated to be operational, We I 25X1 base this judgment on an average con- struction timing for Type IIIA sites, and also I25X1 D on the fact that backfilling had commenced when this site was last observed 25X1 ' 25X1 D oyered a large majority of all dep oye . and IR13\1 complexes:however, I D no new sites were identified. A reevaluation of 25X1 revealed one newly identified soft RB\1 site at Bavram-Ali. See Figure 3 for locations of deployed MR13\i'IR13\1 complexes. Typical configurations of the launch sites are shown in Figure 4. Although we cannot exclude the possibility of a few new starts, it is the opinion of the 1)WG 25X1 D that the initiation of new construction of both hard and soft \1R13\1 and IRI3\1 launch sites has ceased. Photographic evidence indicates that no new starts have occurred TOP SECRET Number of Launch Silos of Hord MRBM/IRBM Launch Sites As previously reported, we have been analyzing information relative to the number of launch silos at hard MIR13%1'IR13\1 sites. Having considered all available evidence, we conclude that both more likely contain three launch silos than the two previously reported. Tables I a nd 3 have been modified accordingly. We think it unlikely that the \TRB\1 sites contain a fourth launch silo. Foverage of the Gclli IRB\1 Launch Complex furnished the first high-resolu- tion photography of an open silo at any hard missile site. This photography provides us with additional detail, and indicates that the silo cover operates on rails (Figure 5).
