1. This memorandum is in response to your requirement dated 26 February
1964, requesting a comparison of the missile assembly and checkout facility
at Launch Complex A, Sary Shagan Antimissile Test Center, USSR, with the four
SAM assembly and support facilities located at Leningrad, USSR, and search
of the Leningrad Area for any additional SAM-type support facilities.
2. Similarities exist between these facilities, but only in a general
sense. That is, both areas are characterized by drive-through buildings,
buildings with large parking aprons adjacent, roads with wide-radius turns,
and other features which denote missile checkout and assembly activity.

4 rere searched for evidence
of additional SAM support facilities in e Leningrad. Area. No such facilities
were observed. It is probable that the SAM assembly and support facilities
at Leningrad are capable of supporting several missile systems, inasmuch as
there are apparently no other supporting facilities in this area, and there
are at least two known surface-to-air missile systems deployed around Leningrad.
