1. This memorandum is in response to your requirement dated 9 October
_1963 which requests a determination of the number of launch silos at hardened
MRBM and IRBM launch sites in the USSR. This project has been discussed at
length with the requestors and has not been answered sooner because of lack
of definitive photo evidence.
2. With the accomplishment of excellent quality
photography was obtained of a number of hardened MRBM and IRBM launch sites,
-which revealed evidence that these installations probably each consist of four
and three launch silos, respectively. -This conclusion is reached mainly on
the basis of the identification of four probable missile transporters at Uman
MRBM Launch Site 3, and the fact that all of the MRBM silo covers also appeared
similar to each other although they are different from those observed at the
MRBM sites. A detailed study of previously obtained _KH--14- coverage of these
sites failed to reveal details that could lead to any definite statement as to
the exact number of launch silos present.
