-1 his report is one in a series on soviet Ground Force and logistic
installations being prepared for a 1)1:A CIA Panel. The series is being
coordinated, published and disseminated by \PIC. The photographic
analysis is being performed by the NPIC Photographic Analysis Group,
the CIA Photographic Intelligence Division (i' PlC), and the Production
Center 1PIc (l)IA). the photographic analysis for this particular re-
port was performed by the NPIC Photographic Analysis Group.
In the interest of uniformity, the titles and letter designators for
the facilities observed at these installations are identical with those
appearing in the project requirement. When a specific facility is not
observed both its title and letter designator are omitted in the report.
Titles and letter designators for the various facilities are as
follows: (A) railroad service, (B) road service, (C) landing strips,
(D) administrative and troop housing areas, (F) storage areas, (F) am-
munition storage areas, (G) POL storage areas, (H) other buildings and
facilities, (J) equipment storage/maintenance areas, (K) athletic fields,
(L) small arm, firing ranges, (\1i driver training areas, (N) tank
assault gun firing ranges, (P) flat trajectory firing ranges, (N) artillery
emplacements (batteries), (R) infantry or combined arms field train-
ing area or courses, (5) special training facilities, (T) unidentified

Orsha Petroleum Storage Reserve is lo-
cated in a wooded area on the southern edge of
Orsha (54-30N 030-24E) on the west side of the
Orsha-Gorki rail line (Figure 1). The installa-
tion is served by two spurs from the main rail
line and has probable all-weather secondary
road access to local city streets. Orsha Army

kilometers (km) to the north and Orsha Air-
field SW 8 km southwest.
This secured installation (Figures 2 and 3)
covers approximately 125 acres and contains
20 large and 27 small vertical POL storage
tanks, and 22 large open pits, 14 of which con-
tain 137 pod-type horizontal storage tanks. Sup-
port facilities in the installation include three
administration buildings, eight storage build-

ings, 21 support buildings, and five pumphouses.
The area was covered by TALENT photog-
raphy in_ and-KEYHOLE mis.2i5yX1D-
tive analysis revealed the same genera2&X4lDf
usage between
Significant changes since =include i-
tion of four large vertical tanks, three large
earth-covered tanks, three smaller vertical
tanks, several- open pits for storage of small
horizontal tanks, 10 buildings, three pump-
houses, and two railroad transshipment facil-
ities. Excavations in the *area indicate the possi-
bility that several small vertical tanks may be
added at a future date. One storage building
has been removed.
A spur from the single-track Orsha-Gorki
rail line forms two tracks serving the area.
One of the two tracks also serves an unidenti-
fied installation to the southeast.
Area Al is a railroad transshipment facil-
ity. An underground pipeline extends from a
probable pumphouse adjacent to the northwest
spur and just southeast of the installation.
Area A2 is a probable railroad transship-
ment facility. It has a classification yard in
which one spur forms into three tracks. An open
pit storage area is located adjacent tothe tracks.
Probable all-weather secondary roads pro-
vide access to urban streets.

In the eastern section of the instal125X,11
open pits contain an average of 7- 12 small tanks.
Fourteen of the 22 open pits contain 137 tanks.
Tanks are not visible in the remaining eight
pits because of snow cover.
The installation has five pumphouses. One
pumphouse is located adjacent to the rail spur
in the eastern section of the installation. A
pipeline extends from the pumphouse into the
storage area where it goes underground.
Three administrative buildings are located
in the western part of the installation. In addi-
tion, eight storage buildings and 21 support build-
ings are scattered throughout the installation.
A guardhouse is located at the northwest gate.
