1. This memorandum is in response to the referenced requirement which
asks for a description of the Petroleum Refinery at Krer}ench?'.g, USSR. This
description is to include level of construction, coordinates, areal extent,
and enumerate the individual refining units in exictance or under construction,
and an annotated photographic enlargement of the refinery.
2. Good ualityl hotography provided stereo
coverage of the Kremenchug Area. A search of this photoc-raphy for a petroleum
refinery resulted in the identification of a chemical-type industry located
6 run north of Kremenchug at 4908N - 3328E. This industrial development is
a chemical industry and it could possibly be a petroleum refinery under
construction (see attached photo-enlargements). Typical ground scars, tankage
and structures, normally found at soviet petroleum refineries are not present
here. However, this industrial complex is still in the early stages of con-
