This report supplements NPIC/R-387/63,
1/ which discusses the Lutsk MRBM Complex,
previously consisting of two Type I and one Type
IV MRBM launch areas.
The Lutsk Fixed Field MRBM Site (Figure 1)
is located in a wooded area at an approximate
elevation of 800 feet, 5.7 nautical miles (nm)
north-northeast of Gorokhov in the Ukrainian
SSR. Launch Area No 1 is 14.4 nm to the north-
east, Launch Area No 2 is 17.6 nm to the north-
east, and Launch Area No 3 is 13.5 nm to the
north-northwest. The site is connected by good
roads to a probable rail-to-road transfer point
located along a rail line 6.0 nm to the southeast
near Ulgovka. This point is connected by rail to
the rail yard at Lutsk, which probably serves
Launch Areas No I and 2, while the rail yard at
Voynitsa serves Launch Area No 3. The field site
is connected to all three launch areas by primary
and secondary roads.

The field site can be negated in
and was first covered in early
at which time the
two southernmost launch positions were evident.
The Lutsk MRBM Complex had been longestab-
lished at that time, with Launch Areas_ No 1 and
2 first seen and identified in llllllllllllllllll~nd com-
pleted in Launch Area No 3 was first
and was in the
late stage of construction in

the field site had expanded. It now
cisted of 4 launch positions with 3 associated
cle4"rings, all situated on a road pattern contain-
ing small loops. In addition, a possible tent camp
and several unidentified objects were visible.
One of the launch positions contained an erector-
like object. Erectors were visible on two, pos-
sibly three, of the launch pads at Launch Areas
No 1 and 2 at that time. The field site was again

The offset position is approxi-
and appeared unchanged and inactive. On latest
coverage in mid
the site was again active. Four missile-ready
tents had been erected in one of the clearings and
erector-like objects were visible on 3 of the
launch positions, with an unidentified object on
the fourth launch position. An unidentified object
also was visible in the clearing with the ready
tents. Erectors appeared to be present on sev-
eral of the launch pads at Lutsk Launch Areas No
1 and 2, but a positive determination could not be
made because of the poor quality of the photogra-
phy. - No missiles or missile support equipment
have been observed at the site at any time.
The fixed field site (Figure 2) is situated
around a crossroads in the local road network,
from \%hich several small roads branch out form-
ing loops which serve the 4. launch positions.
Three of the launch positions are in a north-
northeast/south-south,.vest line 1,045 feet long,
with the fourth launch position offset 385 feet to
the west. The separation between the other 3
launch positions is 600 and 415 feet, south to
north. The approximate dimensions of the 3
launch positions in -line, srarting with the south-

the center position is a, possible rent camp. The
number of tents tent bases present is indeter-

unidentified objects are present around the
launch positions of the site.
The azimuth of the launch positions is ap-
proximately 220 degrees, which closely approxi-
mates the azimuths of Launch Areas No 1 and 2,
which are primarily with 2 launch
pads having an azimuth o There is
no security fence evident around the site but the
pattern of cutting in the adjacent woods forms an
effective screen against ground-level observa-
tion from the local road network.
