SUBJECT: Radio Facility Under Construction Hu-Tu-Pi, China

1. In response to references~A and B analysis of photography was
accomplished by NPIC with the following results:
A. A radio facility, which is probably high frequency, is under
construction 2 NM SSE of Hu-Tu-Pi, China 44-07N/86-49E. This
~I facility consists of an administration/support area, three antenna
array foundations, and a probable construction camp.
B. ` The administration/support facilities consist of one probable
multi-story administration building, 12 support buildings, probable
foundations for at least 5 additional support buildings, a boiler
.house, a water tower and a 'possible cooling tower.
C. The antenna array foundations are as follows with distance and
direction from the center of the administration building:
(1) Located 11+4 feet NE is 755 feet` in length and has a probable
25X1D propogation (2) Located 1820 feet SW is 1490 feet in

length and has a probable propogation azimuth of I1 (3) Located
2115 feet NNW is 1370 feet in length and has a probable propogation
azimuth of 0. The arrays are under construction and the antennas
are not in place at the time of photography. Therefore it is not yet
possible to determine if the completed antennas will be curtain
arrays or whethe there will be a limited number of vertical radiators
with a portion or the ground scarring being anchor positions.
D. A probable camp for personnel engaged in the construction of
this facility isjlocated just south of the administration/support
area. This camplconsists of one probable administration building,
14 possible barracks and 8 probable storage/support buildings.

E. No evidence of power station construction observed in the
vicinity of the installation and no power trace is discernible

of the limited photo coverage of this area. The last mission to
