.,I. This memorandum 3_s in. response to the referenced requirement which
asks for._s search of the Peng Hsien area to veri_r reports that unidentified
new construction or expansion of existing facilities is in progress.
2. A search wascopducted within a 25 mile radius of the city of Peng_
Hsien, to include all of.the Peng Hsien administrative district. This.search
revealed a new industrial facility located approximately eight miles north-
west of the city of Peng Hsien at coordinates 31 04N - 103 51E.
The function of the plant is unknown, although it appears to be some
type of light. fabrication facility. The complex has two probable machine shops,
a sub-assembly/final assembly building, a possible administrative/engineering
building and other smaller unidentified structures. Construction is underway
on a possible steam plant in the southern part of the complex; all other build-
ings appear to be complete. The plant is not rail-served.
