an effort has been made to locate the Soochow Valve Factory
and to determine if there are any facilities which appear to

The enclosed photographs are ahnotated'in the same manner. En-
closed for your retention are five photographs, a line drawing,
and reproductions showing the location of the Iron and Steel
Works based on collateral information.

3. No activity that could be identified as atomic
energy associated was noted in this study. No special security
or restricted areas were observed at the Soochow Valve Factory.
However, the light fabrication and machine shop-type buildings
(Items 8, 11 and 13) could very easily be engaged in manufactur-
ing components for use within the atomic energy program, but con-
firmation or denial of this cannot be made from photography.
Negating'the heavy fabrication aspects is the lack of rail service
south of the canal. Material brought in by rail is stored north
of the canal in the open storage area and probably brought into
the factory by truck.
