This report is one in a series on Soviet Ground Force and Logistic
installations being prepared fora DIA /CI:\ Panel. The series is being
coordinated, published and disseminated by NPIC. The photographic
analysis is being performed by the NPIC Photographic Analysis Group,
the CIA Photographic Intelligence Division (NPIC), and the Production
Center lP la (DI:1). The photographic analysis for this particular re-
port was performed by the Production Center 1Pla.
In the interest of -uniformity, the titles and letter designators for
the facilities observed at these installations are identical with those
appearing in the project requirement. When a specific facility is not
observed both its title and letter designator are omitted in the report.
Titles and letter designators for the various facilities are as
-follows: (A) railroad service, (13) road service, (C) landing strips,
(D) administrative and troop housing areas, (E) storage areas, (F) am.-
munition storage areas, (G) POL storage areas, (II) other: buildings and
facilities, (J) equipment storage 'maintenance areas, (K) athletic fields,
(L) small arms firing ranges, (\1) driver training areas, (N) tank'
assault gun firing ranges, (P) flat trajectory firing ranges, (Q) artillery
emplacements (batteries), (R) infantry or combined arms field train-
ing areas or courses, (S) special training facilities, (T) unidentified

A military installation is located on the
northeast edge of Ventspils on the Baltic Sea.
The installation is approximately 3 kilometers
(km) northwest of a railroad bridge and adja-
cent to a commercial quay (Figure 1).
The installation covers approximately 500
acres and contains: 2 housing/administration
areas with a total of 22 barracks/administra-
tion buildings, 22 possible dependents quarters,
5-storage buildings, 7 support buildings, a motor
pool with 3 vehicle storage /maintenance build-
ings, an ammunition storage area with 4 storage
buildings, a driver-training course, and an ar-
mor range (Figures 2 and 3). A POL storage
and unloading area with 2 piers is located im-
mediately southwest of the installation on the
shores of the Baltic Sea. A major POL stor-
age compound is located northeast of the mil-
itary installation.

The driver-training course, motor pool, 6 bar-
racks/administration: buildings, and approxi-
mately 25 other buildings have been added since
_The area appears very active on photog-
raphy throughout this period.
DESCRIPTION OF INSTALLATION
A large POL storage area (not shown in Fig-
ures 2 and 3) is located 1.5 km northeast of the
barracks installation and contains 24 POL stor-
age tanks, each 70 feet in diameter, 21 POL stor-
age tanks, each.65 feet in diameter, and 4 POL
storage tanks, each 45 fees in diameter.
This area is connected by pipeline to a sec-
ond POL`storage and shipping area (not shown
in Figures 2 and 3) southwest of the military in-
stallation. This area contains several open oil
pits or reservoirs, 2 piers, and 34 POL storage
tanks with the following-diameters: two 75 feet,
fourteen 50 feet, fifteen 15 feet, and three 20 feet.
A good secondary road provides access to
Ventspils.
Area D1 contains 5 U-shaped multistory
barracks/administration buildings, 3 multistory
barracks, a multistory administration building,
5 storage buildings, and 5 support buildings.
Area D2 contains 11 possible multistory
barracks, 22 possible dependents housing units,
2 administration buildings, and 2 support build-
ings.
Area F is secured and contains 4 ammunition
storage buildings.

3 POL storage tanks measuring 90, 80, and-70
feet in diameter.
Area J contains 2 support buildings and 3
motor vehicle storage /maintenance buildings,
measuring 320 by 80 feet, 220 by 65 feet, and
