tion. He alleges -to have witnessed the firing of a SCUD missile by his

- unit as part of a training exercise held in the Soviet Union in an area
estimated to be approximately 146 nm east of Kapustin Yar/Vladimirovka.Missile
Test Center.
The above information is of unique interest in that no identification has
,been made to date of a SCUD training area other than at Kapustin-Yar.
As a result of information gained from tle source's approximations of
distances from a railroad debarkation point and from Volgograd, and his descrip-
tion of general terrain features, the coordinates 48-45N'48-2OE were established
as being in the general area where the purported firing had taken place.
A detailed search of KEYHOLE photography was made within a radius of thirty
nautical miles of the listed coordinates.
After examination of available photography it is not possible to positively
report that the information given by the source was reliable nor by the same
token can his testimony be entirely disregarded. His description of the general
area is believable, however no military facility was identified within the search
area corresponding to that described in his statement. The only military installa-
tionsin the vicinity of the search area are possible instrumentation sites associated
with the Kapustin Yar Missile Test Center. These sites fit fairly well with the
somewhat inconsistent description of the source. Within the search area the terrain
varies from sand dunes to arable land to salt marshes with intermittent lakes.
Agricultural activity is prominent on the arable land which appears similar to our
sagebrush country in nature. The activity possibly consists of haying operations
for cattle feed.
In summary the source could have been in the general vicinity of the coordinates
of the search area. However it is more likely that he was in the area approximately
50 nautical'miles to the east if in fact his testimony is valid.
