KARAYEV PETROLEUM REFINERY
BAKU, USSR
1. The Karayev 'etroleum Refinery is located one mile from the Caspian
Sea in the eastern sector of the city of Baku,-USSR. The geographic coordinates
of the approximate center of the refinery are 40 23 05N - 49 56 OOE and its
orientation is NNE/SSW.
The refinery is approximately rectangular in shape with maximum
dimensions of 1,300 feet by 1,500 feet and it covers an area of approximately
1,700,000 square feet.

Examination of all available photographic coverage from the
N indicates
that the refinery is::in an intermediate stage of construction. Expansion
of the refinery area and the construction of several new units and associated
facilities apparently began within the past two or three years. Details
concerning this construction activity and other changes are discussed in
part b of section 2.
2. The limits of the Karayev Pe-trole-um Refinery and the outlines of
individual sections within the refinery are shown on Figure 7 of this
report.

roofed fabrication-type building, a number of smaller
buildings, and a storage tank
(2) Area with several towers, a multi-storied building, a
number of warehouse/maintenance buildings, and POL
tank storage
(3) Probable distillation area with two probable distillation
units, possibly still under construction, and a single
fractionating column I.cated in the eastern section of
the area
(4) Administration area
(5) Distillation area consisting of a distillation unit with
a small pipe furnace located i,-,he center of the area,
a furnace and associated stack located in the eastern
section, an unidentified refining unit located in the
western section, a number of small buildings, POL tank
storage, including a suspect spheroidal tank, and a
water treating pond

As described in section a, refining.units are under con:tru-
ction in the areas indicated by Annotations 10 and 12 and
possibly in Annotation 3. Construction of the large
refining unit in Annotation 10 apparently began prior to
