1. The Groznyy Petroleum Refinery is located one nautical mile south-
west of the center of the city of Groznyy, USSR and two nautical miles north-
east of the Novo-Groznyy Petroum Refinery. (Figures 2 and 6). Approximate
geographic coordinates for the center of the Groznyy Petroleum Refinery
are 43 18N - 45 39E and its orientation is northeast/southwest.
The refinery is irregular in shape with maximum dimensions of three
miles by two-miles and it covers an area of approximately two and a half
square miles. It is served by road, rail, and probably by pipeline.
Photography over the refinery reveals that it is a major refinery
with at least fifteen distillation units, five cracking units, additional
refining and processing facilities, and considerable POL tank storage. A
more detailed discussion of facilities present at the refinery is given in
part 2, section a.

indicates that the refinery was active during this period.
Smote can be seen coming from a number of refining units as well as steam
from the cooling towers; in addition, a number of units and buildings
producing or using heat can be seen on photography with snow cover.
The photographic coverage also reveals that a major expansion of the
refinery has been underway for the past three'or four years; two large areas
are under construction as well as a buried pipeline linking these new areas
with the main refining area. In addition, minor changes and small additions
to previously existing facilities have occurred. Details concerning this
construction activity and changes are discussed in part 2, section b.
2. The limits of the Groznyy Petroleum Refinery and the various sections
within the refinery are shown on Figure 5 of this report.
a. The annotations on Figure 5 correspond to the following discussion
of facilities present at the refinery.
(1) Intermediate and/or final product storage area, including
a number of warehouse/maintenance type buildings.
_(2) Probable administration area.
(3) Possible natural gas plant with several small, possible
gas fractionating units, POL tanks, blimp tanks, and a
possible flare tower. ,

(4) Distillation area with a two column unit and associated
facilities, several processing buildings, a number of
warehouse/maintenance' type buildings, and POL tanks.
A rail spur serves the east side of this area. ,
(5) Large POL tank storage area with a number of warehouse/
maintenance type buildings. A small pipe furnace, possible
pump house, and associated laydown tanks are situated
near the center of this area. In addition, a tankcar
loading and unloading facility is located in the northern
corner of the area. -
(6) Distillation area with two adjacent, single column units,
atwo column unit, intermediate and/or final product
storage, and a number of warehouse/maintenance type
buildings. A large tankcar loading and unloading facility
consisting of several rail spurs is?located along the south
side-of the area.
(7) Probable processing and packaging area with several heat
processing buildings, a number of warehouse/maintenance
type buildings, and POL tank storage. *The northern
portion of this area is open space except for two small,
single column distillation units.
(8) Distillation area with two adjacent, single column units
and associated facilities, including probable oil treating
facilities. A possible processing building and a number
of warehouse/maintenance type buildings are located in
the northwest corner of the area. A small suspect
..distillation unit with associated intermediate and/or
final product storage, including blimp tanks, is located
in the eastern corner.of the area.
(9) Tank farms.
(10) Distillation area with one double column unit, two single
column units, POL tanks, and a probable boilerhouse.
(11) Heat and power plant with associated facilities.
(12) Warehousing/maintenance area. .
(13) Cokq oven plant with two coke oven batteries, a probable
asphalt still battery, POL tanks, and open materiel
storage.
(14) Probable lube oil area with dewaxing and clay treating.

intermediate and/or final product storage.
(15) Cracking and distillation area with two cracking units,
two sirfgle column distillation units, two possible distillation
unit., and POL tank storage.

several administration buildings, a boilerhouse near the
northern edge of the area, and POL tank storage. Additional
construction in the northern portion of the area appears to
be currently in progress (section b, number-5).
(24) Probable processing area in a middle stage of construction
and consisting of a number of processing buildings, cooling
towers, POL tanks, and blimp tanks.
(25) Suspect refining area in an early stage of construction
and consisting?of cooling towers, POL tank.storage, and
a number of probable processing or pump house/control
buildings, complete or under construction. The foundations
for several suspect refining units are currently under ?
construction.
Facilities adjacent to but not part of the refinery have
been annotated on Figure 5 by the following letters:
a) Clay products plant
b) Petrochemical-plant probably producing phenol,
synthetic alcohol, and possibly polyethylene
(c) Heat and power plant
