The 26 Bakinskikh Kommisarov and Neftegaz 2 -refineries are located in the northwest quadrant of Gor'kiy, USSR, Figures 1 and 2. The installa- tions are approximately 0.25 nm apart and are apparently connected by rail as well as being adjacent to a commonkrail line. Both are secured by perimeter walls. The geographic coordinates of the approximate centers of the two-refineries are:. (1)' 26 Bakinskikh'Kommisarov - 56 20 03N - 43 53 40E; (2) Neftegaz 2 56 20 4oN - 43 52 30E. The Bakinskikh Refinery occupies an area of approximately 75 acres;, the Neftegaz 2 Refinery occupies an area of about 25 acres. Neither the areas nor.the plant layouts have changed - greatly since ee Figures 3 and 8..' _ It is probable that the two installations are f.nctionally related Practically all the apparent conventional refining equipment-is? situated in the Bakinskikh Refinery whereas the Neftegaz 2 Plant has only-heat- treating facilities plus a clutter of tanks and building . These facts suggest that the feed stocks for the Neftegaz 2 Plant are the residues from the conventional refining processes employed at the Bakinskikh Refinery and that-petroleum coke and asphalt would be among the principal products of the Neftegaz 2 Refinery. . 2. The numerical designators in the- following desciiptions of. the two refineries are keyed to the overlay of: Figure 7. TOP SECRET RUFF 26 Bakinskikh Ko=-1sarov Refinery (1) The western end of the refinery area contains approximately 20 buildings, six of which are of considerable size. This section probably includes warehouses, shops, packing and shipping facilities and possibly the a nistrative head- quarters of. the -refinery. (2) This area contains considerable refining equipment which probably contains at least two pipe stills and an indeter- minate number of-fractionating colums.l The.presence of 20-30 small tanks arranged in symmetrical groups, along the north edge of the area suggests the production of lube oils and waxes in this part of,the refinery. (3)&(4) The primary refinery facilities are located in this area. Pipe stills and fractionating towers axe probably present and 1 or 2 small thermal cracking units are possible. A stack count on the best available photography suggests that there are.7 to 10 furnaces in the area, with the majority being quite small. - 1 - TOP SECRET RUFF Handle Via Talent-KEYHOLE Control System Only Handle Via Talent-KEYHOLE Control System Only TOP SECRET RUFF CIA IMAGERY ANALYSIS DIVISION TCS - 9+58/65 PIR -- 65015 (5) This area is a tank farm containing 9 large probable crude storage tanks. . (6) This tank farm contains. 6 medium and 18 small POL tanks - and probably constitutes the main product storage facility of the refinery.. (7) This area contains approximately 7" medium sized and 9 small tanks. It-is the'type of tank farm often associated with 25X1D lube oil production. The facilities in'this area have been built since- and represent one of_the two major construction projects since that time that can be directly associated with petroleum refining. This group of equipment may be?associated with the large unidentified unit, (8). (8) The large probable processing unit at this location has either been built since World War II or the pre-existing facility has been., greatly, modified. The unit consists of a large diameter c3rlinderical section estimated to be about 100'"tall, surmounted by a relatively slender possibly rectangular section of some 4+0' in height. An apparent outside elevator shaft extends to the. top of the cylinderical section on the-.NE side of the structure. Jets of steam can be seen emerging from two points near the bottom-of the structure on photography from at least. two missions. (9) Two water treatment ponds and a new possible gasholder are located just north of the refinery area. I 11 .I I I . b. Neftegaz 2 Refinery. A number of buildings including,a large warehouse or shipping facility and probably some processing equipment have been added to the refinery area since World War II but the boundaries of the refinery area'have changed little, if at all. ?The entire area'is occupied by -a clutter of tanks of various sizes, many randomly oriented buildings and several heat processing facilities, (1), (2) and (3) which are probably distillation units. `A small settling pond is. located within the confines of the refinery and a much larger one is situated immediately to the east.
