The Koshkin installation occupies an irregular shaped area of approxi- mately 46 acres with maximum dimensions of 2,550 feet Ned-SE by 1,050 feet NE-SW. It is situated approximately. Li nautical miles ESE of he Kremlin and 5 nautical miles WNW of Moscow/Lubertsy Airfield. The Neftegaz Petroleum Products Plant is roughly triangular in shape and occupies an area of approximately 80 acres. The major axis runs NNW- SSE and is approximately 2,200 feet in length; the NNW side is 2,500.feet. The plant is-located approximately 4 nautical miles east of the Kremlin Qnd 2 nautical miles NNE of Koshkin Refinery, see Figures 1 and 2. -The only recent usable photography covering these plants is from Comparative photographic enlargements for each installation (Koshkin, Figures 3 and 4; Neftegaz, Figures 5 and 6) are included with this report. - The-approximate boundaries of the Koshkin and Neftegaz plants are shown r-nd the various processing and support facilities delineated on figures 4 and o. The following descriptions of facilities are keyed to - the approp ri at e figure: Koshkin Petroleum Products Plant (Figure 4) 1) This area contains administrative buildings and other refinery support-'facilities and is apparently outside the plant fence line.- - 2) Tank farm; contains 19 small and 9 medium sized probable feedstock and product storage tanks. Three unidentified buildings are also present in this-area. 3) Plant processing area; contains processing buildings, pipelines, treatment and storage tanks, and packaging, shipping, and receiving buildings. . TOP SECRET RUFF Handle Via Talent-KEYHOLE Control System Only Handle Via TOP SECRET RUFF 'A'CS - 12959/65 Talent-KEYHOLE PIR - 65x43 Control System Only Neftegaz Petroleum Products Plant (Figure 6) 1) This area contains a group of administrative and shop buildings, possibly associated with this refinery, although apparently outside the fenceline. 2) Tank farm; probable charge stock storage area with approxi- mately 20 medium size tanks. 2) This is a generally undeveloped area.except for a few sheds and one-gasholder. -h) Processing.area; contains seven possible furnace buildings aligned along the eastern edge of area; tank farm for probable product storage on north side of area; and probable treating, pack- laging, and shipping facilities (rail served) west of possible furnace buildings. - ?25X1D 5) Administrative and other. support facilities are located in this area. Possible recovery and treatment facilities for various specialized products derived from gases and residues are located north and east of the possible furnace buildings in the main processing section. The Koshkin petroleum products plant appears to fit into the same general category as the Neftegaz plant; a processing plant for the production of speciality petroleum products. The charge stock is probably processed in three main buildings in the process area. A few above-ground pipelines can be noted, - Storage of some products is probable in the main tank farm, and further treatment or preparation for shipment may take place in the small unidentified buildings in that area. The types of operations which occur at this plant could not be determined, but are apparently not pyrolysis processes, as only slight evidence of heating facilities could be noted. Both of these installations have remained static, with regard to facilities. present. No construction was apparent as of and no changes could be noted on comparative- coverage between Both plants are located in the suburbs of Moscow and no large scale expansion would seem probable. However, minor-additions would be possible, as some undeveloped acreage is available within each installation. All measurements have been made by,-the CIA/IAD/IB project analyst.
