Problem: To make a pre1im1rary asses=,ant of Mission 412,5 ma, terial as it relates to Soviet prod ticu guided missiles or or ~ib*af sffie Mies. 2. Conclusions: The Production Team concludes that a) Missile or missile related production can be neither confirmed nor denied b) Mission 1+125 material does not charms the estinate c Stet production of added missiles there appears to be no casts latioaz which -currently warrants review by outside consultants d) because of the interest in the Saldas area it my be necessary to request PIC fact reports on the two unidentified Installations under construction e) t3MAIC parti Cipation in any further review of the Industrial-type materiels appews ummessary provided 04M will be notified by PIC or other c ty c tee of now interpretations in this res rd as they arise. 3? Discuis4on: On the basis of a review o Mission mate- rial., the Production Team concludes that production of guided missiles or major missile sub- b lies in the them area OM neither be ccmftrwd nor dented. No nissilesassaciated equipnent, c rats or " csi ea abjeota' have been identified In the material we have exc iced. !owver, several installations whose production we cannot identify possess marW of those physical attributes that we have been led to eXpeft at Soviet miissile fabrication facilities. These In- stallations appear obviously capable of producing large missibm or AL . suss `eel a we therefore consider it quite possible War. are doing so. 4. Theoduction Tease reviewed Mission 4125 material during the period. 29 My - 10 August, 1959. This review consisted of a three-step h for indications of missile or missile-related production so Mums: a) the detailed esamina-tion of 23 previowly suspect tos~ets b) as intensive a search as was possible in the tine :available of industrial facilities within 25 miles radius of Verkbnyrsya Ste, Sverdlovsk and Chelyabinsk airfields to which Soviet missile-associated air- flights have been recorded Approved For Release 2007/04/20: CIA-RDP78TO5449AO00100030001-5 a study of several other facilities throughout the mission coverage which appeared to warrant our atten- tios as the review progressed. 5. rex"ts of step (a) area attached as Tab A, a listing of the specific suspect targets and the results of their review. We deem it necessary to ewmat further only an nix of these facilities. Sigtnificatsct construction has taken place in the south- vest sector of this Installation since 1957. There is a very large rail, drive-in bul in this area, one part of which is 120 feet high. This building appears on 1957 photography. a)' Chelyabinsk Tank and Tractor Plant. No production of tractors, tanks or care is discernible at this vsusually-large heavy chi-building plant. Svverdl ovsk Arms Plant #8 faellity vas identified in 1958 as a series producer of IRIS. eg a pby Can be Interpreted to support this report end no determination of current production is possible. d) Nisholy Tagil poll Road Car Plant In the southwest sector, of this facility, in an area somewhat distinct from the rest of the installation, are 19 long, puller-type rail cars 75-80 feet long (standard Soviet length), 19 medium-length rail. OWN 50 toot long, and 6 short rail cars 30 Peat long. Vitbin the Installation proper are 176 open gondola ears, 110 feet log, and 1 long car 75-80 feet long. The configuration of the cars in the southwest sector does not appear unique; however, there may be samae sig? oiticance to the fact that similar cars are not observed in, the plant production area. e) Unideified Plant in the I .tzhr s Salda area Because of the Intense interest in this area, based on a clandestiasa repot, the entire coverage from 25X1 25X1 Approved For Release 2007/04/20: CIA-RDP78TO5449AO00100030001-5 TOP $ CBL 9?
