This memorandum is submitted in reply to a request by OCIIFE
for information concerning reported construction of a large airfield
in the vicinity of Tsai-Chiao, China.

This photography, noted
below, .covers the :_irea within a 7-8 mile radius of Lu-Chia.o and in
addition gives coverage of an 6 mile wide strip from Lu-chino East
to the coast.
This area was studied carefully, but no evidence of airfield
construction was observed. Clouds covered small portions of the
terrain and it is possible that early stages of airfield construction
could have been hidden from view. Late reports indicate tY~t there
is more recent photo cover of this region. When this photography
arrives in L~ashington it will be carefully studied in an attempt
to locate the airfield reported under construction.
