western side of the receiver. In addition, five distinct circular outlines have been marked off

A rectangular building is under construction 25X1
350 meters east of the transmitter. The building which has a long axis perpendicular to the
azimuth of the bi-static radar is outside the double security fences (Figure 1).
A powerline is being constructed from the transmitter to a secondary substation and
onto the primary substation farther south. Arail-served construction support site, also south
ot'the facility, contains approximately 100 buildings.
