(TSR) Air defenses in the Pao-tou/Ku-yang area have been realigned and improved,
he total numbero
antiaircraft artillery (AAA) pieces in the area is approximately the same, but the AAA sites

between Ku-yang and Pao-tou and southwest of Pao-tou have been abandoned in favor of a
new line of defense to the northwest of Pao-tou. A new permanent CSA-1 surface-to-air mis-
sile (SAM) site was observed under construction northwest of Pao-tou during the same
period and an occupied, temporary field-deployed CSA-1 site was in the same area.
(S/WNINTEL) Seventeen eight-position AAA sites southwest of Ku-yang have been
abandoned. Prior to the realignment these sites had been dispersed along a rail line. Small
onsite housing and support areas at many of the abandoned sites have been partially dis-
mantled and some of the gun emplacements have been razed. Only one newly constructed
six-position AAA site is in the area just south of Ku-yang. Six eight-position AAA sites
southwest of Pao-tou have been abandoned and their support facilities have been disman-
tled (Figure 1). Twenty-three new eight-position AAA sites have been constructed northwest
of Pao-tou near the major land armaments production facilities, iron and steel plants, and
other industries. New housing and support facilities were under construction at many of the
new sites.

Pao-tou SAM Site C31A-21 23 nautical miles northwest of Pao-tou, was in 25X1
an early stage of construction (Figure 2). An occupied, temporary field-deployed site, Pao-
tou SAM Site C31-21 I was immediately southeast of the permanent site. 25X1
