TITLE/SIGNIFICANCE: A new semitrailer transporter, observed at Volgograd Plant 221, may be
for a new solid propellant tactical surface to surface missile.
COMMENT: A new type of semitrailer transporter, observed at Volgograd Plant 221, is simila
to the semitrailer transporter associated with the SS-1 SCUD missile. The new transports
however, is of heavier construction and has two tandem axles as opposed to the single
axle SCUD transporter. This suggests that the new transporter is designed to carry a
heavier missile (probably solid propellant). The new transporter is 25X1
towed by the ZIL-130 truck tractor.
