Sanitized Copy Approved for Release 2011/08/17 :CIA-RDP78T05698A000300010081-5 _ i ~ Sanitized Copy Approved for Release 2011/08/17: CIA-RDP78T05698A000300010081-5 National Photographic Interpretation Center IMAGERY INFORMATION REPORT SLBM ACTIVITY, HSIAO-PING-TAO PROBABLE NAVAL SUPPORT FACILITY, CHINA (S) (TSR) An SLBM popup test stand was identified at Hsiao-ping-tao Probable Naval Support Facility, China, The facility (Figure 1) is connected by an all-weather road to Hsiao-ping-tao Submarine Base 3.5 nautical miles to the south. The stand (Figure 2) is very similar in appearance to and the same height as the test stand at Chin-hsi SSM R&D Test Complex 25X1 25X1 25X1 25X1 (S/WNINTEL) The exact use of the stand at Hsiao-ping-tao is undeter- mined. Although it could be used for ejection testing, another possibility is that it will be used for training associated with SLBM loading techniques. This type of training might include actual ejection of a dummy missile. (TSR) Ground had not been broken for the test stand in April 1977 when the support facility was last imaged. The tube and ejection equipment were removed from the Chin-hsi stand in July 1977. The timing of the two activities and the similarities between the two stands suggest that the Chin-hsi equipment may have been moved to the test stand at Hsiao-ping-tao. (S/WNINTEL) SLBM-related equipment observed at the facility includes the large mobile crane which had previously been at Chin-hsi and two probably derelict ejection test dummies. (TSR) The support facility appears to be nearly complete. Construc- tion was begun in 1972, progressed intermittently through 1975, and accelere.ted during 1976 and 1977. The facility consists of eight primary support buildings, an administration/barracks building, eight small support buildings, and at least six small storage tunnels. (S/WNINTEL) Although the precise role of the support facility in the People's Republic of China SLBM program remains undetermined, one function will probably be to support future SLBM at-sea tests.
