Through continuing analysis, tentative functions of the individual support buildings and a tentative flow of components through the facility have been identified. (TSR) It appears that missile assembly and checkout will flow through the facility from south to north. Procedures will probably include receipt and inspection of rocket motors and other components followed by assembly and checkout of the individual first- and second-stage motors. Final assembly and checkout will be the last step in the process. A storage or support building will probably be built at some future time on the unoccupied building site adjacent to the probable final assembly and checkout building. (TSR) The association of this facility with the People's Republic of China SLBM program was first made in 1975 when SLBM-associated equipment was identified at the facility. Construction at the facility began in 1972 and progressed slowly until 1975 when a concerted effort was made to complete the installation. Earlier SLBM popup testing/training was observed at a new popup stand in the northern part of the facility in late 1977. (TSR) An associated facility, designated Hsiao-ping-tao SLBM Support Facility Main Base , was recently identified 2.5 nautical 25X1 miles to the east. It will provide administrative and research-and- development support for the SLBM development program in the Hsiao-ping-tao area. At-se Pqtina will be conducted from Hsiao-ping-tao Submarine 25X1 Base The three facilities--the sub ri b d h ma ne ase an t e two support acilities--will probably be the main complex for future SLBM development. Land-based flight testing of the SLBM will apparently be conducted from Wu-chai Missile Test Complex GEOGRAPHIC COORDINATES 38-52-40N 121-29-30E 25X1 25X1 25X1 25X1 Top Secret Sanitized Copy Approved for Release 2011/07/06: CIA-RDP78TO5698A000300020020-1 Sanitized Copy Approved for Release 2011/07/06: CIA-RDP78TO5698A000300020020-1 Sanitized Copy Approved for Release 2011/07/06: CIA-RDP78TO5698A000300020020-1
