COMPARISON OF SA-3 SAM SITES
CUBA AND USSR
1. SIGNIFICANCE: COMPARISON OF THE NEWLY IDENTIFIED CUBAN SA-3
SAM SITE AND A TYPICAL SA-3 SAM SITE IN THE
USSR. THIS IS THE FIRST IDENTIFICATION OF
AN SA-3 SAM SITE DEPLOYED OUTSIDE OF THE USSR.
2. REMARKS: THE SA-3 (GOA) SURFACE-TO-AIR MISSILE, FIRST
OBSERVED IN THE MOSCOW PARADE ON 7 NOVEMBER
1964, IS A TWO STAGE, TANDEM CONFIGURED
VEHICLE USING SOLID PROPELLANT MOTORS IN BOTH
STAGES. THE MISSILE HAS A MAXIMUM EFFECTIVE
RANGE OF APPROXIMATELY 14 NM.
THE SA-3 WAS DESIGNED TO OPERATE PRIMARILY AS
A LOW ALTITUDE INTERCEPTOR, 35,000 FT AND
BELOW, BUT IT IS ALSO CONSIDERED TO HAVE SOME
CAPABILITY IN THE MEDIUM ALTITUDES, E.G.,
50,000 FT. THE MAXIMUM EFFECTIVE LOW ALTITUDE
CAPABILITY REMAINS UNKNOWN DUE TO LACK OF
KNOWLEDGE OF THE SYSTEM GUIDANCE RADAR.

ARE TRANSPORTED TWO AT A TIME ON A SPECIALLY
CONFIGURATED ZIL-157 TRANSPORTER.

OF SEVERODVINSK.
4. MISSION READOUT: GLASS LAMP
IDENTIFIED SA-3 SAM SITE CONSISTING OF 4 REVETTED LAUNCH POSITIONS, A
REVETTED GUIDANCE AREA, AND A REVETTED POSSIBLE MISSILE HOLD POSITION, ALL
UNOCCUPIED AND IN LATE STAGES OF CONSTRUCTION.
I PORTS ALL POSITIONS OF THE SEVERODVINSK SAM SITE ARE
OCCUPIED BY MISSILES ON LAUNCHERS. THE GUIDANCE AREA IS OCCUPIED BY A
LOW BLOW RADAR. THE MISSILE-HOLD POSITION IS PARTIALLY COVERED AND
OCCUPIED BY 5 COVERED SA-3 MISSILE TRANSPORTERS. THE SITE IS COLLOCATED
WITH SEVERODVINSK SAM SITE A36-2 AND USES THE SAME ON-SITE SUPPORT FACILITY.
