Attached is a thoughtful memorandum from John Hicks to the DDS&T outlining the bind NPIC will be in if the Department of Defense adheres to its present policy of not providing any of the additional = DOD positions Mr. Hicks has requested. In the process of making this case, John also succinctly sketches some of the difficulties certain to be occasioned by current DOD approaches to the allocation of responsibilities for the processing of photography. 2. The matters John covers and the problems to which he properly directs attention are of importance to us all and are especially important to some of us.
