Important national interests and Federal responsibilities are affected by
the increasingly critical situation faced by academic centers which conduct
programs of education and research on foreign areas and international
affairs. There is thus the need for comprehensive Executive ]3x-anch
attention to the question of immediate and longo-r-rang;. fedez-al
supper. t for these educational centers and for ~ ese~arch dia-ect.ed at mid-
term foreign policy problems .
The President therefore has directed the Chairman of the Under Secretaries
Committee to esi.ablish a special interagency group to analyze the situation,
encourage such immediate action. as appropriately .can be taken bSr indi-?
vidual departments and agencies, develop options concerning modalities
and magnitudes of federal funding, and formulate reconunendationa. An
initial report ~hnulcl be :>ttbmitted by Januar}~ 31, I97b.
