Some of my people have picked up word that the Agency
is planning an external research program that would be of
considerable interest to INR and to.selected other parts of
State as well.
If my information is correct, it will involve activities
such as new analytical and estimative techniques for political
and strategic studies, including negotiation models. I also
understand that the IC staff is interested and involved in
this effort.
Given the thrust of NSDM-98 on external research, and
our genuine substantive interest in what the Agency may de-
velop, is there some way we could.help and cooperate?
We have already supported some work in these areas and
would like to do more. However, budgetary realities suggest
that at best we might be able to contribute in a small way
to some jointly funded activities. More importantly, I am
sure we can arrange some intellectual and "potential user"
inputs through INR that would assure greater utility of
end products in State without distorting their utilization
elsewhere'in the intelligence community.
If you do not object, I will ask my staff to be in touch
with as the Agency's newly designated representa-
tive to the Committee on Foreign Affairs Research, a sub-group
of the NSC Under Secretaries Committee.
