REFERENCE Memorandum dated 27 June 1957 to
you from Chief, WH Support, Same
Subject
. 1. The proposal contained in reference is con-
curred in by this Staff as being a step toward the
implementation of the Agency's Program for Improvement
of Financial Management, subject to the following:
a. The requirements of paragraph 4c(2) of
or allotments by the Comptroller in
accordance with specific project approvals should
be rescinded or appropriately modified.
b. The policy of this Office, whereby allot-
ment accounting records will be maintained to re-
flect the status of obligations incurred against
individual PP project approvals will require
amendment, since under the proposal the only
allotment control by projects would be maintained
by the area division.
c. The provision of paragraph V,A,2 of the
attached proposal should identify the records to
be maintained as "Project Control Records" instead
of "Project Cost Records".
